Job Title - Lead, Fleet Technician - Status - Permanent Full-Time - Temporary - Approximate length of assignment, in months - Type of Position - a Replacement - Start Date - Immediate - Salary - Per hour - Salary Grade - $46.92 - $51.00 - Department - York Region -> Transportation Services -> Transit - Location - TRN - 55 Orlando Ave - 55 Orlando Avenue - Richmond Hill, ON L4B 4W6 CA (Primary)- Job Description (E) **POSITION PURPOSE** Reporting to the Program Manager, Transit Fleet is responsible for providing assistance, oversite and coordination to fleet procurements including specification development, commissioning, testing and acceptance of new vehicles and licensing of vehicles; also coordinates and assists with the disposition or transfer of Region assets including fleet transfers, tenders for sale and auction of fleet; provide oversite and coordination for the YRT fleet to ensure overall asset management and state of good repair as well as day to day operations, maintenance and contractual oversite with contracted services; will provide general coordination, guidance and direction to assigned staff as required. **MAJOR RESPONSIBILITIES** - Provides contractual oversite and direction to contracted services to ensure Regional assets are maintained in the required state of good repair and provide safe and reliable transit service. - Performs quality assurance checks on mechanical, electrical, hydraulic and pneumatic systems, sub-systems, contractor inspections and body repairs conducted by contractors on a variety of vehicles for Conventional, Mobility Plus and Bus Rapid Transit, to ensure compliance to MTO requirements and OEM (original equipment manufacturer)mandated maintenance programs to ensure proper vehicle maintenance. - Provides technical guidance and leadership to assigned staff, contractors and other maintenance staff as required. - Inspects and assesses condition of structural components on vehicles and assists in the preparation of tender documents for repair of equipment. - Assists management with supply/service requirements and provides vehicle/equipment mechanical specifications and updates for tender submissions. - Conducts mechanical analysis of designated vehicles in fleet, and reports/recommends to management, vehicles that need to be retired and vehicles that require structural refurbishing in keeping with the approved business plan and budget. - Develops preventative maintenance procedures and inspection check sheets for scheduled, legislated and seasonal inspections for vehicle fleet types and develops quality assurance programs to outline the process for measurement, evaluation and tracking sheets, for approval by management. - Receives and analyzes various reports on a daily, monthly, and annual basis and calculates compliance to performance based contract measures related to fleet items. - Tabulates financial penalties and incentives based on performance based contract measures. - Participates in the research, testing and evaluation of new vehicle products and technologies including emission reduction devices, alternative fuels, fare technology, video surveillance, etc. - Tests and analyzes existing vehicular components and accessories including fare boxes, electronic destination signs, exit and entrance door safety systems, accessibility system safeguards, and ITS equipment on a scheduled and random basis. - Responds to major accidents involving transit vehicles, assesses the mechanical fitness and subsequently reviews maintenance documentation of involved transit vehicle. - Co-ordinates further testing of failed mechanical components, which has contributed to an accident, at an authorized testing facility in consultation with the original equipment manufacturer. - Liaises with Contractor management staff to identify and rectify deficiencies including mechanical repairs, lack or improper documentation and report findings to management. - Provides instruction and guidance to contractor’s employees on new equipment, equipment modifications, resolving technical problems, etc. as required. - Performs other duties as assigned to meet Branch and Departmental objectives **QUALIFICATIONS** - Successful completion of a Community College Diploma in a technical discipline or approved equivalent combination of education and experience. - Minimum of five (5) years of practical experience with detailed knowledge on the repair and maintenance of 60’ articulated and 40’ conventional buses, as well as other accessible transit vehicles such as Arboc and Promaster, diesel power engines, air - brake steering and multiplex wiring systems. - Ability to provide instruction, leadership and work direction to Maintenance Staff and Contractors. - Ability to investigate and diagnose system failures. - Valid CZ Ontario Driver’s license in good standing and reliable vehicle to use on corporate business. - Valid Ontario Class 310T (Truck and Coach) and 301S (Automotive) Technicians license and
