Program Manager, Low Carbon Vehicle Deployment

**Responsibilities**:
KEY ACCOUNTABILITIES
Develops a deployment roadmap for low carbon fleet vehicles that is in alignment with CMBC’s Fleet replacement and expansions, transit system master planning, utility power capacity, operating partners, municipal partners. This will include participating in facility assessments and feasibility studies for all transit facilities, including working with engineering consultants to develop concept designs and budgets.
Manages the overall deployment, integration, commissioning, and sustainment of new buses, systems, procedures, and technology associated with the low carbon fleet into the existing operations at CMBC. This includes employing established change management practices to ensure adoption and long-term sustainability.
Develops and support business cases for the vehicle purchase projects necessary to support low carbon fleet deployments. Identifies all opportunities as they are identified with appropriate assessments to ensure informed decision making.
Collaborates with Fleet Technical support to develop vehicle requirements for low carbon fleet types. Insures alignment between vehicle procurements, infrastructure investments and the low carbon fleet program. Participates in RFP development and evaluations to ensure intent of vehicle specifications are understood by proponents.
Manages procurement and contracts as required to assess new vehicle technologies. This may include development, management and monitoring of vehicle pilots and technical studies. Works with Fleet Technical Support to develop and maintain vehicle procurement guidelines to support low carbon fleet deployments.
Supports CMBC teams managing contracts and relationships with local government partners, operating companies, manufacturers and vendors to ensure adherence to contractual requirements and key project deliverables. This may include vehicle specifications, production and delivery schedules, quality assurance inspections, commissioning activities, manuals, parts, tooling, training, warranty claims and change orders.
Manages the transition of ownership of low carbon investments, tools, resources, and processes to support internal teams post implementation. Supports ongoing operations as required. Sustainment planning is an important part of this work.
Integrates resiliency, redundancy, and reliability into facility designs and planning, including backup power systems and emergency response. Considering all safety considerations, designs, and procedures as related to the low carbon fleet deployments.
Incorporates new vehicle maintenance procedures and provides support to maintenance planning activities.
Presents and reports the project progress, risks, expectations, timelines, milestones and key project metrics to senior leadership team. Provides suggestions and recommendations to the senior leadership team on risk management and program delivery.
Manages reporting staff, including selection, training, coaching, development, performance evaluation and all other people management practices, ensuring department practices comply with human resources policies and framework. Manages external consultants and contractors, as required,.
**Qualifications**:
EDUCATION AND EXPERIENCE:
The competencies for this position would be acquired through completion of University degree in Mechanical or Electrical Engineering, plus six 6 years of relevant experience in a related industry working in design, product development, maintenance, electrical/ fueling infrastructure or facility engineering projects.
