Better Outcomes Registry & Network (BORN) Ontario

Funded by the Government of Ontario and administered by CHEO, the Better Outcomes Registry & Network (BORN) is Ontario's prescribed perinatal, newborn, and child registry with the role of facilitating quality care for families across the province. BORN collects, interprets, shares, and rigorously protects high-quality data essential to making Ontario one of the safest places in the world to have a baby. BORN also manages Prenatal Screening Ontario, whose mandate is to coordinate and oversee the operations of prenatal screening services in Ontario, supporting a cohesive and high-quality screening system.

Join BORN Ontario as a Business Systems Analyst (BSA) and be a trailblazer in transforming how clinical data is captured, integrated, and used to improve maternal and child health outcomes.

The BSA plays a pivotal role in the implementation and continuous enhancement of the BORN Information System (BIS), with a focus on seamless clinical data integration, digital transformation initiatives and data capture that span a wide range of data providers, such as birthing hospitals, midwifery practice groups, fertility clinics, prenatal and newborn screening laboratories, specialized antenatal clinics, and pediatric follow-up programs. This role engages internal and external system users, supports technical enhancements, develops and maintains system documentation, and contributes to strategic data and infrastructure initiatives that drive innovation and impact across Ontario’s healthcare system.

MAIN RESPONSIBILITIES
- Lead and support initiatives for seamless clinical data integration, ensuring interoperability between the BORN Information System (BIS) and Electronic Health Record (EHR) systems.
- Facilitate integration with provincial data assets, particularly OLIS, by coordinating with technical teams and external partners to ensure accurate and timely data exchange.
- Stays aware of and ensure compliance with provincial health data exchange standards, including Health Level Seven (HL7) and Fast Healthcare Interoperability Resources (FHIR) protocols.
- Participate in data governance and quality assurance activities to maintain the integrity and ability of integrated data sources.
- Lead the development of functional requirements documentation, translating business needs into clear technical specifications
- Recommend scalable, future-proof solutions that align with strategic goals, modernization efforts and evolving digital health standards.
- Translate data management and data engineering business needs into technical and data architecture requirements and support the development of analytics and reporting tools.
- Develop and document system specifications to ensure smooth interaction between BIS and other systems.
- Design and supervise comprehensive testing plans to validate system functionality and performance.
