**Job Description**:
**POSITION PURPOSE**
This position is responsible for providing advice and technical support to branch staff and ensuring coordination of maintenance on owned and leased buildings. Participates in the commissioning and inspection of building systems. Develops and implements maintenance, system improvements, safety programs and administering contracts to maintain or improve the physical conditions of assigned facilities.

**MAJOR RESPONSIBILITIES**
- Uses Computer Aided Facility Management System (CAFM) to execute the work management process as it relates to operations and maintenance. Ensures schedules are completed as planned. Assists staff in preparation of work schedules and in defining and automating business processes.
- Plans, schedules, creates and updates job instructions based on manufacture’s recommendations and best practices.
- Assists in the analysis of building system issues and contributes to the development of options and solutions.
- Conducts inspections and routine testing of building heating, ventilation, air conditioning and safety systems, as assigned.
- Ensures compliance with applicable legislation such as, Ontario Building Code, Ontario Fire Code, Canadian Standards Association, Technical Standards and Safety Authority, Electrical Safety Authority.
- Develops and implements preventive maintenance tasks and schedules for long-term viability and maintenance of building systems, the building envelope, grounds and contract work associated with those systems and develops scope of work for services contracts.
- Investigates indoor air quality concerns and provides technical support for remediation.
- Develops, maintains and monitors key performance indicators for maintenance activities.
- Reviews and provides technical support and advice on facility upgrade projects, rehabilitation projects and operational projects for the Branch.
- Recommends major maintenance or equipment modifications to management.
- Participates in the design, installation, commissioning and handover of new facilities and/or equipment.
- Participates in the procurement process for minor capital work.
- Performs contract administration for specified maintenance projects and monitors performance of contracts.
- Communicates with management and staff regarding deficiencies, resolves contractor issues and contract discrepancies. Evaluates work for future contract selection processes.
- Consults with management and develops preventive maintenance plans for the portfolio.
- Initiates and recommends approval of purchase orders related to the purchase of supplies and services within prescribed spending limits. Ensures work orders and invoices are charged to appropriate cost centres.
- Participates in the preparation of the annual maintenance budget.
- Assists in providing training seminars and in developing training materials and manuals.
- Prepares reports and correspondence, as required.
- Assists in preparing technical standards guidelines.
- Responds to inquiries and resolves concerns, as appropriate.
- Ensures that services provided meet Regional customer service standards.
- Participates on committees, work groups, task forces and special projects, as assigned.
- Manages information in accordance with legislation and corporate standards. Performs other duties as assigned, in accordance with Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a Community College Diploma in Mechanical Engineering Technology or related field or approved equivalent combination of education and experience.
- Minimum 5 years related experience in the field of building maintenance, operations and construction, including working with various building trades.
- Demonstrated experience in planning and scheduling work in a Computer Aided Facility Management System (CAFM) for operation and maintenance of various types of equipment.
- Satisfactory Police Criminal Background Check.
- Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
- Knowledge of all facets of building operations and maintenance.
- Sound knowledge of building construction and maintenance administration, including building elements and systems in a variety of buildings.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Knowledge of purchasing procedures and requirements for purchasing and contracting services.
- Knowledge of the budget process, including cost estimating and establishing priorities for maintenance projects.
- Proven negotiation, project management and contract management skills.
- Advanced skills in MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations.
- Demonstrated ability in the Region’s core competencies.
- Ability to work outside regular business hours as required.
