**HUMAN RESOURCES GENERALIST**
**(TOWNSHIP OF PUSLINCH)**
**PERMANENT, FULL TIME (35 HOURS PER WEEK)**

This is a professional position providing Human Resources services to the Township of Puslinch under a Shared Service Agreement between the Township of Centre Wellington and the Township of Puslinch. This position has a significant focus on; attraction, selection and retention of new employees, providing timely human resources advice, guidance, coaching and information to the employees, supervisors and managers in accordance with professional human resources practices, corporate policies and procedures, and labour legislation/regulations.

**Key Major Responsibilities**

**Duties include but not limited to**:
**Employee-Labour Management Relations**:

- Serves as a resource for managers and staff to address labour relations and other Human Resources issues effectively.
- Assists with all employee disciplinary actions up to and including termination and litigation.
- Works in collaboration with Senior Leadership to determine appropriate action pertaining to discipline.
- Understands, interprets, implements and ensures compliance with all relevant provincial and federal legislation including the Employment Standards Act, Pay Equity Act, Occupational Health and Safety Act (including harassment and workplace violence), Labour Relations Act, Ontario Human Rights Code, Accessibility for Ontarians Act, Municipal Freedom of Information and Protection of Privacy Act, Workplace Safety and Insurance Act and Bill C-45.
- Represent the Township of Puslinch at provincial tribunals including drafting submissions i.e., Workplace Safety and Insurance Appeals Tribunal, Human Rights Tribunal, etc.
- Keeps abreast of current professional information and developments i.e., case law, best human resource practices and provide to all management staff.

**Human Resources Administration**:

- Supports the development of all the human resources policies and procedures.
- Advises, recommends and provides reports, when applicable, regarding resolutions to all employment and human resources issues.
- Ensures the development, maintenance and update of the HRIS database system to generate scheduled and requested reports for the Human Resources Division and other Managers [i.e., absenteeism, performance appraisal due dates].
- Works closely with the CAO to provide direction regarding the overall human resources component of the capital and operations budget, including costs of consulting projects, staff replacement and new staffing, and applicable salary and benefits.
- Manages all aspects of the legislated and legal requirements in regards to volunteers utilized in the organization.
- Provides leadership to ensure an inclusive, successful and collaborative organizational culture while supporting a learning environment.
- Working closely with the CAO; coordinates, prepares, reviews and recommends annual divisional operating and capital budgets, monitor and administer approved budgets and report on same.
- Networks within the municipal and public sectors to receive and provide information to address mutual interests.
- Other human resource and employment duties as may arise from time to time.

**Talent Management/Recruitment & Selection**:

- Conducts reference checks, schedules interviews, drafts offer letters, coordinates and facilitates sign-ups and orientation of new staff.

**Disability Management and Health & Safety**
- Leads the management of workplace health and safety portfolios including disability management, workplace accommodations, and corporate health and safety.
- Responsible to develop and maintain an organizational safety management system, with appropriate policies, procedures, and processes, ensuring all Township staff understand their workplace safety and health duties and have the tools and training to meet those duties.
- Supports internal departments on health and safety inquiries, initiatives and processes, conducts risk hazard assessments, and provide support to all staff in meeting legislated health and safety requirements.
- Creates, implements, and maintains measures for safe work procedures, programs, and processes.
- Acts as proactive member of the Joint Health and Safety Committee (JHSC), participating in meetings, site visits, inspections, and accident investigations.
- Maintains all health and safety related documentation, training records, certificates, and re-certification requirements including all materials related to inspections, assessments, communications, correspondence, reports and action items.
- Maintains WHMIS and legislated documents for controlled products and ensures staff training is up to date.
- Works in collaboration with managers and provides direction regarding short and long term disability, health and safety matters, WSIB, return to work programs and processes and workplace accommodation.
- Supports the attendance management process and provides guidance to managers and supervisors
