- **Primary Function**
- Reporting to the Payroll Supervisor the Payroll Administrator will conduct day-to-day payroll administration, communication, data compilation, research and analysis of payroll policies and practices. Oversee hourly payroll processing and reconciliation of all payroll functions ensuring accuracy and adherence to legislation and regulatory requirements and deadlines. Work in collaboration with payroll team to guarantee veracity of data entry, timeliness and accuracy of payroll on a weekly basis.
- **Major Responsibilities**
- Prepare weekly hourly payroll submission and various reconciliations as needed to produce accurate payments, balancing imported pay data batches and pay adjustments.
- Assess data entered by Payroll Specialists and others to review accuracy of weekly payroll inputs in the payroll software to include, but not limited to wages, deductions, terminations, leaves of absences, employee information changes and investigate and resolve all discrepancies.
- Edit the hourly group pay schedules and start new pay cycles in ADP in accordance with the annual Accounting Schedule and create external pay data files using Time and Attendance Interface in ADP WFN and Wennsoft.
- Provides direction and assistance to department staff regarding payroll processes. Verify payroll earnings, taxable benefits, mandatory and voluntary deductions and ensure hours and pay are in compliance with company policies, procedures, collective bargaining agreements and legislation.
- Post weekly payroll journal entries, bank transactions, adjustments and correct ADP debit and credit advices in the general ledger as needed.
- Set-up new hires, pay codes and benefit rates in Wennsoft and ADP, maintain and update data accordingly and maintain document filing.
- Coordinate with ADP and related vendors to ensure proper data management of systems and transfer of payroll data and troubleshoot any issues.
- Provide assistance in administering benefits plans and in preparing monthly remittances for benefit carriers, OMERS, RRSPs and other unionized benefits while monitoring employee eligibility for government and company benefit programs.
- Develop and document payroll procedures and training materials to support the continuous improvement of payroll processes and systems including identifying opportunities and making recommendations for general efficiencies
- Set up garnishment deductions, track and prepare monthly garnishees and handle inquiries from government and external agencies, benefit providers and auditors.
- Ensure Record of Employment forms are issued in compliance with ROE guidelines and deadlines.
- Prepare payroll manual cheques, and stop payment replacements as required.
- Prepare year-end payroll and assist with year-end activities including T4, taxable benefits, OMERS, general ledger account reconciliations, EHT, PIER and other audits.
- Maintain high levels of accuracy, professional demeanor, appropriate levels of confidentiality, excellent customer service, significant support services to others both within and outside of the department.
- Participate in team projects related to payroll and human resources programs and services that contributes to the overall success of the Payroll division by supporting technology upgrade projects and other specific projects.
- In absence of Payroll Supervisor, coordinate the daily payroll activities and functions to ensure smooth operations and provide back-up for payroll specialists as needed.
