**Term: Full-time**

**Position Summary**

Reporting directly to the Supervisor, Housing Portfolio, and Customer Experience and working in a team environment, the Housing Coordinator, of Rent Assistance Programs, is responsible for the day-to-day operational management of Rent Assistance Programs within Red Deer and the surrounding area. This position is key to ensuring that the Red Deer Housing Authority maximizes the rent supplement budget it administers on behalf of the Government of Alberta to diverse clients through a customer-centered approach. The Housing Coordinator is expected to administer the rent assistance programs consistent with the intent, availability, eligibility, prioritization, and allocation of the programs in compliance with all applicable legislation and regulations, including but not limited to the _Alberta Housing Act_, _Social Housing Accommodation,_ and the _Rent Supplement Regulation._

**The Organization**

Established in 1971, the Red Deer Housing Authority is a Housing Management Body formed pursuant to a _Provincial Ministerial Order_ under the _Alberta Housing Act_. Red Deer Housing Authority provides affordable housing through Community Housing and Rent Supplements to over 1200 households in Red Deer and the surrounding area. Red Deer Housing Authority’s vision is to have communities with housing for all. Our mission is to provide housing solutions that address diverse community need.

**Duties and Responsibilities**

**Program Coordination**:
1. Lead and manage the Rent Assistance programs to provide more affordable housing options that meet the needs of Central Albertans in an efficient and effective way.

2. Keep up to date on current legislation and regulations and adjust the programs accordingly.

6. Advise potential and existing clients on eligibility, prioritization, allocation, and the pre-prioritized/waitlist.

7. Refer clients to other agencies and government programs as appropriate if they are not eligible for the Rent Assistance Programs

8. Respond to client inquiries on a wide range of subsidy matters including, but not limited to, subsidy rates and regulations.

**Program Administrative Responsibilities**:
9. Enroll new subsidy clients, calculate appropriate rent subsidies, and collect and track monthly rent receipts.

10. Conduct annual income reviews for clients to ensure continued eligibility for the program.

11. Maintain an accurate and comprehensive manual record and electronic client files within the Yardi Voyager system to ensure files are up to date.

12. Prepare monthly _Subsidy Summary Reports_ for the Finance and Operations Unit and the Government of Alberta

13. Performs other related duties as required.

**Pre-employment Requirements**
- A security clearance and Criminal Record Check will be conducted.
- Successful applicants must provide proof of qualifications.

**Education, Knowledge, and Experience**
- Post-secondary certificate or diploma in related fields such as Human Services, Chartered Institute of Housing (CIH) Canada, or a related designation. Equivalent combinations of education and experience may be considered.
- 3 - 5 years of related experience in a similar role or a role with transferable skills
- Effective communicator with strong organizational skills, customer centricity, and commitment to providing quality services through every touchpoint of our customer’s journey.
- Knowledge of social and language barriers, human behavior, family dynamics, health, mental health, and addiction issues in dealing with a very diverse group of clients.
- Knowledge of applicable legislation including but not limited to, the Social Housing Accommodation Regulation, Freedom of Information and Protection of Privacy Act, Alberta Human Rights Act, and the Residential Tenancies Act and regulations.
- Ability to work in a heavily computerized environment; Microsoft Office and Yardi Voyager system, or other property management software is preferred.
- Demonstrated effective conflict resolution and change management skills to lead a new kind of customer experience that meets the changing needs of our clients/tenants.
- Demonstrated knowledge and working understanding of the programs relating to social supports, including Assured Income for the Severely Handicapped (AISH), Income Support, CPP, and other income-related supports.
