**Director of Human Resources**

**SUMMARY**

The Director of Human Resources works under the immediate supervision of the Chief Executive Officer and is responsible for overseeing all aspects of human capital within an organization. This role involves developing and implementing HR policies and procedures, managing recruitment and talent acquisition, fostering employee engagement, overseeing performance management, and ensuring compliance with relevant employment laws and regulations. The Director of Human Resources collaborates with the senior team to align HR strategies with the overall business objectives, driving organizational success through effective workforce planning and development.

**DUTIES AND RESPONSIBILITIES**
- Develop and execute recruitment plans, overseeing external and internal hiring processes, including creating job descriptions and ensuring fair compensation aligned with external benchmarks.
- Lead the recruitment, onboarding, and professional development of Human Resources employees, managerial roles, and other key positions as requested.
- Lead the Human Resources team by communicating job expectations, conducting regular supervision meetings, establishing expectations and standards, evaluating performance, and participating in disciplinary decisions and actions.
- Ensure compliance with relevant employment and occupational health and safety legislation, as well as accreditation and ministry guidelines.
- Development and implementation of strategic plans, operational workplans risk management plans, and quality improvement plan, in collaboration with the Chief Executive Officer and Senior Management team.
- Oversee performance management processes and employee development programs.
- Conduct employee surveys to assess engagement, workplace safety, satisfaction, or other needs or strategic priorities as identified.
- Drive initiatives to enhance employee engagement, retention, and satisfaction.
- Implement effective onboarding and orientation programs for new hires and provide oversight to the completion of onboarding requirements for all new hires.
- Ensure the maintenance and accuracy of HRIS internal database for employee information as it relates to adding new hires, termination, job changes, rate adjustments and training certification.
- Create, review, and utilize reports on HR data including retention rates, overtime hours, absenteeism, benefits enrollment, training certification, performance management, succession planning, etc.
- Conduct formal investigations on employee workplace violence concerns or other incidents, create investigation reports, provide investigation findings to CEO and Senior Team when required, determine corrective measures, and assist in the delivery of any required disciplinary action.
- Conduct health and safety investigations into employee incidents or injuries, write investigation reports, determine corrective measures, and summarize findings to Chief Executive Officer.
- Lead managers to support the accommodation of employees, develop accommodation plans and agreements which support diversity, inclusion, and safe return to work following injury or illness.
- Maintain positive labor relations and thorough understanding of union collective agreement.
- Participate in the union processes, including disciplinary processes and grievance resolution.
- Lead union collective agreement negotiation in collaboration with Senior Team.
- Develop and implement HR policies and procedures to ensure compliance, clarity, and fairness.
- Direct policy and procedure review, overseeing the regular update and implementation of all policies and procedures for all locations.
- Participate in a variety of meetings, committees, Boards and/or other related groups to establish and maintain effective working relationships and support systems.
- Maintain in-depth understanding and recall of pertinent employment legislation (Employment Standards Act, Ontario Human Rights Code, Occupational Health and Safety Act, Privacy Act, etc.).
- Provide oversight and guidance to the joint occupational health and safety committees for all locations.
- Draft correspondence, policies, reports, proposals, job descriptions, and other employment documentation.
- Respond to employee inquiries and concerns and take steps to resolve issues.
- Occasional travel to all locations, providing oversight and building trust with team members.
- Ensure confidentiality of all personnel, client and organizational records and information.
- Foster a culture of professionalism and continuous improvement.
- Other related duties as required.

**ACCOUNTABILITY**

The Director of Human Resources is under the supervision of and accountable to the Chief Executive Officer.

**COMPETENCIES AND QUALIFICATIONS**
- CHRL or CHRP designation required.
- 7 years’ experience in the field of human resources,
- Proven experience in HR leadership, preferably in First Nations or Social Services sector.
