**Responsibilities**:
PRIMARY PURPOSE

Develops and maintains comprehensive emergency management systems to ensure that the British Columbia Rapid Transit Company (BCRTC) and West Coast Express (WCE) can effectively mitigate, prevent, prepare for, respond to, and recover from major emergencies and disasters. Supports the Director in the development and implementation of emergency programs, plans, standards, policies, processes, and strategies. Liaises with regulatory agencies, manages departmental expenditures, and assists the Director in departmental budget preparation and related initiatives.

KEY ACCOUNTABILITIES

Completes emergency management and business continuity assessments, including risk assessments, threat analyses, prevention, mitigation, response, and recovery, in conjunction with business unit leaders. Facilitates timely identification, escalation, resolution, and follow-up for all outstanding issues. Ensures that clear, well-defined plans and modes of communication are documented for all areas and employees.

Collaborates on the development of emergency and business continuity plans, to ensure effective response and recovery strategies.

Liaises with government, emergency services, and safety agencies on emergency management and business continuity issues and legislation to ensure BCRTC and WCE are effective participants in regional emergency responses.

Manages legal compliance by developing emergency response plans, identifying risks, and implementing necessary measures and policies.

Oversees the investigation of emergency incidents, identifies root causes and recommends solutions to prevent recurrence. Manages emergency response supplies.

Prepares, conducts, and coordinates emergency training exercises during standard and non-standard business hours to ensure all employees are well-informed about disaster and emergency response procedures. Reports findings to the Director and recommends improvements to support the business continuity plans.

Manages and maintains emergency supplies, including those required to support other stakeholders, upgrading and replacing supplies as needed. Provides input to, or reviews, capital projects from an emergency management perspective where applicable. Raises awareness regarding public transportation’s role following emergencies or disasters.

Actively facilitates a coordinated response with external emergency services during major emergencies or business disruptions. Participates in post-emergency assessments to identify and analyze insights that would optimize emergency preparedness going forward.

Leads or supports emergency response related to high-profile incidents, including labour disruptions and major disasters for both BCRTC and the TransLink Enterprise. Provides support to the Executive Emergency Policy Group and participates in the activation and operation of the BCRTC Emergency Operation Centre and the Enterprise Emergency Coordination Centre.

Acts as an independent business continuity professional in support of various other initiatives to achieve the risk management objectives. Participates in external business continuity management organizations and keeps abreast of industry best practices and trends.

Participates in emergency, and continuity management committees and programs to learn new information and to develop working relationships with other emergency management and continuity specialists throughout the Enterprise and region.

Manages staff, providing leadership for recruitment, selection, training, motivation, performance management, development, discipline, termination and all other people management practices.
