**Responsibilities**:
PRIMARY PURPOSE

Manages and provides direction in the development, implementation, and delivery of BCRTC’s and West Coast Express (WCE) Environmental Sustainability, Emergency Management and Business Continuity programs. Ensures compliance with environment regulations and emergency management standards and liaises with regulatory agencies. Manages departmental expenditures and assists the Director in the preparation of the departmental budget and initiatives

KEY ACCOUNTABILITIES

Develops, delivers and maintains a comprehensive Environment & Emergency Management Systems for BCRTC and WCE, aimed at mitigating risks, identifying operational controls, establishing standard procedures, creating documentation, maintaining records, assigning roles and responsibilities, and auditing programs.

Collaborates with the Director on development of environment, emergency and business continuity plans, ensuring alignment to the broader goals and strategies of the rail division.

Facilitates the development and implementation of sustainability frameworks, methodologies, tools, processes, and procedures. Provides technical leadership within BCRTC on sustainability metrics, analytics, and reporting. Collaborates with stakeholders across BCRTC and the TransLink enterprise to advance sustainability initiatives.

Manages environmental legal compliance by monitoring permits, addressing legal orders, developing emergency response plans, identifying risks, and implementing measures, programs, and policies. Conducts compliance reviews and educates management and staff on regulatory requirements. Acts as the primary contact for regulatory agencies, regional and municipal authorities, and special interest groups.

Oversees the investigation of environmental and emergency complaints and incidents resulting from BCRTC operations and facilities, identifying the root causes and offering solutions to avoid recurrence. Manages and oversees spill response and emergency response supplies in all areas of the company, including upgrading and replacing of supplies as needed and, where necessary. Providing input to, or review of, capital projects from the perspective of emergency management and environmental.

Prepares emergency management and environmental reports and communications, including updates to the BCRTC’s Board of Directors and to other leadership groups within the TL Enterprise.

Acts as a primary contact for energy management programs and develops, delivers, and maintains the energy management program to monitor energy consumption and greenhouse gas production, and maximize energy efficiency. Acts as a technical resource for BCRTC Executive, management and staff including policy development, contract writing, and general consultation in areas of emergency management and environmental concern.

Develops, manages, and maintains BCRTC’s and WCE’s Emergency Management and Business Continuity Programs, developing business contingency plans and validation methodology to ensure Company’s ability to recover in the event of an unforeseen disruption to facilities, operations, capital projects or in corporate services

Oversees Emergency Management assessments for all areas of the company, including risk assessment, threat analysis, prevention, mitigation, response, recovery and business continuity. Works with relevant parties to ensure timely identification, escalation, resolution and follow-up for all outstanding issues

Prepares, conducts and coordinates emergency training exercises during standard and non-standard business hours. Communicates disaster or emergency response procedures effectively to all employees. Promotes awareness of environmental and emergency management programs, ensuring that
