The Ontario Palliative Care Network (OPCN) is an organized partnership of community stakeholders, health service providers and health systems planners. Together, the OPCN develops a coordinated, standardized approach to high-quality, sustainable and person-centered hospice palliative care for all Ontarians, regardless of age or disease type. The Provincial Palliative Care Program, a part of Ontario Health, executes the mandate of the OPCN, and supports the operational and tactical activities of the OPCN. These activities include working in partnership with the Ontario Health Regions, who lead regional execution on the provincial priorities and strategies.
The Program Analyst will specialize in budget monitoring and analysis as guided by the Program Manager, support aspects of contract management, along with the coordination of Program initiatives to further advance and support the provincial palliative care priorities.
Here is what you will be doing:
- Support budget monitoring, tracking and analysis for the Provincial Palliative Care Program.- Support aspects of contract development and management in collaboration with the Provincial Performance and Accountability team. This includes working closely with health system administrators, clinical experts, health service providers and internal partners across OH who are managing funding agreements with health service providers.- Contribute to performance management of provincially funded palliative care initiatives by supporting the development and monitoring of financial/contractual agreements across the province.- Analyze allocations and budgets under the guidance of the Program Manager and Team Lead to support financial and business decisions.- Support the monitoring and analysis of related reporting to ensure completion of specific palliative care deliverables on time and escalate project risks as appropriate.- Develop and maintain internal Ontario Health relationships and regional team relationships to advance regional palliative care priorities and program goals.- Support palliative care initiatives within timelines, including identifying and effectively communicating with relevant stakeholders, managing project work plans, and driving results in a collaborative setting.- Assist and support the development of various products including but not limited to briefing notes, budget related analytical reports, executive summaries, status updates, and presentations to support internal and external communications, business reporting and decision-making.- Support working committees and/or consultation sessions with key stakeholders as needed.- Performs cross-functional tasks and/or other budget and analytics duties as required.
Here is what you will need to be successful:
Education and Experience- Bachelor’s degree in Business Administration, Health Policy, Health Science, Health Administration, Public Health, or related discipline, or equivalent education/experience required.- Master’s Degree in one of the above disciplines is an asset.- Minimum of 1-2 years’ work experience required, which should include administering, monitoring and evaluating budgets and carrying out performance and financial data analysis, utilization analysis, and evaluation and reporting. Preferably in the health-care sector.- Experience in contract and stakeholder management.- Experience in coordinating and supporting decision making processes in a complex work environment.- Experience assisting in coordinating and supporting project activities, monitoring and reporting on progress, and, anticipating and resolving issues, risks, and conflicts.
Knowledge and Skills- Advanced knowledge of Microsoft Outlook, Word, Teams, PowerPoint, and Excel, including usage of pivot table; advanced formulas.- Strong analytical and problem-solving skills to antici
