Job Overview

The Payroll Manager is accountable for the oversight of all aspects of payroll including but not limited to day-to-day operations, process and workflow standardization and management, project management, payroll tax & accounting, and internal/external audits. Responsible for managing all Payroll policies, practices, and platforms to ensure efficiency and accuracy in the delivery of company payroll.

Experience with ADP Workforce Now an asset.

Responsibilities and Duties
- Oversees the communication, implementation, and administration of the biweekly payroll processing.
- Leads and manages a team of Payroll Administrators
- Provides strategic consulting to hiring managers regarding payroll, policy compliance, etc. for their respective properties.
- Manages payroll activities and/or program components for the purpose of ensuring effective department functioning, coordinating activities, and ensuring compliance with established financial, legal and/or administrative and legislative requirements.
- Serves as Payroll Centre of expertise during employee transitions and merger and amalgamation activities.
- Develops and oversees the preparation of a variety of payroll-related documents and reports for the purpose of documenting activities and issues; meeting compliance requirements and providing audit records.
- Maintains a wide variety of payroll information, files, and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance.
- Manages the entry and execution of and maintains compliance with all wage garnishment orders government remittances and year-end requirements.
- Oversees compliance with employer programs on pensions and benefits and collective bargaining agreements,
- Provides direction, coaching and leadership to assigned Payroll Administrators.
- Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of services performed.
- Ensures compliance with applicable legislation, payroll and benefits policies and programs, such as including compliance with taxable benefits.
- Directly administers payroll when necessary, during the payroll administrator’s absence or when business levels dictate.
- Other payroll duties as assigned by immediate supervisor.

Qualifications and Skills
Education level - University or Community College diploma in a related field
- Experience - 5+ years of Payroll Management, and 10+ years of Payroll experience, within a medium to large-sized company, across various provinces are required.
- Personal characteristics - Ability to analyze; prioritize; delegate, demonstrated ability to exercise appropriate judgment, demonstrates leadership through team building, skillful delegator, strong mediator, and supervisor of staff.
- Certifications - Certified Payroll Manager (CPM)
- Physical abilities - While performing the duties of this job, the employee is regularly required to communicate with others and exchange accurate information; operate a computer and other office productivity machinery; move about the workplace; remain in a stationary position for 60% of the time; and extend hands and arms in any direction.
- Process high-volume, alternating bi-weekly payrolls for employees at multiple properties (salaried & hourly) using ADP’s WorkForce Now (WFN) payroll and WFN Time & Attendance.
- Verify and input new hires, transfers, promotions, terminations (ROEs) and other changes accurately and on time. Produce various timecard and payroll preview reports for approval by the General Managers as part of the biweekly payroll processing.
- Produce payroll journal entries and vacation accrual reports for Accounting
- Prepare and balance remittances for WSIB, group insurance, retirement plans, union dues, union benefits and pension plans. Balance taxes remitted by ADP on our behalf: CRA, EHT, MRQ.
- Assist with Tax Forms at year-end and participate in test tax form runs throughout the year
- Participate in ongoing system optimization projects
- Provide a consistently high level of service to both internal and external clients in a timely and professional manner
- Maintains employee confidence and protects payroll operations by keeping information confidential
- Other duties as assigned.

**Qualifications**:

- Education level - Minimum requirement Payroll Certificate (PCP) or close to completing it
- Education/experience in Payroll Accounting
- Minimum two years of full-cycle payroll experience
- Workforce Now experience

Specific Skills
- Strong working knowledge of Excel (Pivot tables, vlookups, SUMIFS)
- Year-end filing experience (T4/WSIB/EHT) for Ontario
