**The Opportunity**:
Reporting to the Board of Directors, the General Manager will lead a dedicated and active team and play an integral role in meeting the Water Utility’s mission.

In this position, you will:

- Plan, organize, control, integrate and evaluate the work of the Prince Albert Rural Water Utility to ensure that operations and services comply with the policies and strategic direction set by the Board of Directors.
- Direct the development and implementation of short
- and long-term goals and objectives to achieve the mission; and execute a plan to uphold the vision of the Board and it’s values and priorities, with regard to all applicable laws and regulations as defined by The Water Security Agency.
- Direct the development of operating and capital budgets for approval by the Board and monitor implementation of the budgets.
- Direct, participate and record all Public Board and committee meetings
- Establish performance requirements and personal development targets for the Utility staff; regularly monitor performance and provide coaching for performance improvement and development.
- Direct the analysis and recommendations regarding policy issues and long-range plans for the Utility
- Advise and counsel the Board of Directors regarding policy issues
- Advise and assist the Board of Directors in identifying, articulating and implementing policies and programs.
- Follow Board of Director instructions and requests; make interpretations of local ordinances, policies and applicable laws to ensure compliance; monthly reporting to the Board of Directors and in the event of compliance variance reporting to the Board Chair within twelve hours.
- Direct and oversee the analysis of proposed legislation and regulations; direct and participate in industry and intergovernmental activities to influence legislative and regulatory change consistent with utility interests and needs.
- Mentor team members to help them deliver high-quality service and grow in their careers.
- As the Secretary to the Board of Directors, ensure the custody, protection and classification of all official records, direct the preparation of meeting agendas and the recording of meeting minutes; take action as directed; report as required; attest to the signature of the Chair and Vice-Chairs of the Board on all official documents requiring their signatures; prepare and deliver presentations.

Will have extensive practical experience, preferably gained through a career in interaction with the public and management in a utility environment. Having mastered the technical components of the job, you will be encouraged to share your experience, lead a team, and enhance your management and leadership skills.

You will:

- Be familiar with the construction, operation and maintenance of water distribution systems.
- Possess a minimum of a Class 2 Operators’ Certificate in Water Distribution or be prepared to obtaining it within two years of the commencement of employment.
- Possess a minimum of a Class 5 driver’s licence.
- Have a certificate in an accounting program or extensive experience in public sector accounting.
- Have strong computer and website management skills
- Be mechanically inclined with the ability to direct the maintenance and repair of equipment.
- Have experience planning strategic communications and developing proactive strategies that support organizational priorities.
- Be experienced supervising or mentoring employees and supporting their professional growth and skills development.
- Highly organized, with the ability to manage multiple projects and priorities in a busy, dynamic environment.

Typically, the knowledge for this position would be obtained through a combination of education and experience in utility operations or a related field.

Pay: $65,000.00-$80,000.00 per year
