**Summary of Duties**:
**Work Performed**:

- Provide leadership in the coordination and delivery of plumbing inspections, code compliance for plumbing related components that contribute to the implementation of strategic initiatives for the Building Division to meet Council’s Strategic Plan.
- Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Act as an expert resource and leader, providing complex plumbing-related advice and consultation to staff, internal and external partners, and customers. Advise on interpretation of codes, technical guidelines, and best practices to promote consistent enforcement.
- Develop and implement ongoing training to ensure plumbing inspectors remain current on legislative amendments, including the Ontario Building Code and Occupational Health and Safety Regulations.
- Review Orders issued by plumbing inspectors for accuracy and acceptability. Ensure timely follow-up on all Orders and complaints, verifying consistency with procedures and legislation.
- Evaluate proprietary plumbing product information and provide opinions to the Senior Manager and Chief Building Official regarding suitability for use under the Building Code Act. Assists in determining the acceptance of alternate plumbing components or systems.
- Attend Provincial Court as needed to provide evidence for prosecutions under the Ontario Building Code Act.
- Liaise with the Legal Services or Risk Management regarding claims involving the Building Division and ensure adequate preparation and documentation when legal action is required due to Building Code contraventions.
- Exercise powers and perform duties under the Building Code Act and the Ontario Building Code in connection with reviewing plumbing plans, inspecting unsafe conditions, and issuing Orders when necessary to protect public safety.
- Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act, ensuring all actions meet legal and ethical guidelines.
- Perform random inspections to confirm that Ontario Building Code regulations are properly enforced by plumbing inspectors and that office policies and procedures are followed. Collaborate with Building Inspectors and other relevant divisions to ensure all requirements are met at job completion.
- Ensure that all Plumbing Inspectors interact with the Code Compliance/Building Inspectors, Fire Prevention Office and the other Building Inspectors to ensure agreement that all the requirements have been met at job completion.

Advise the Senior Manager and Chief Building Official on any modifications needed to office policies and procedures.
- Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
- Encourage and support employee participation and commitment to individual, divisional, and organizational objectives. Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
