**Responsibilities**:
PRIMARY PURPOSE
Leads and manages payroll services, ensuring payroll is run accurately, timely and in compliance with regulatory requirements, collective agreement and policies. Develops and implements plans to optimize payroll functions and proactively collaborates with Human Resources and Labour Relations. Provides senior level advice on payroll technology and related system developments, as well as payroll expertise to the collective bargaining process. Provides leadership and oversees the supervision of reporting staff teams.
KEY ACCOUNTABILITIES
Develops and implements policies and procedures for the end-to-end payroll functions, ensuring alignment with the business plan priorities, planning for critical initiatives, and changes to the business, policies, collective agreement, government legislation, benefit carrier agreements, pension corporation requirements, and other impacts on payroll services, systems and interfaces.
Partners with senior management to address specific needs related to payroll. Leads the development of business plans, establishing optimal approach, methodology, timelines, and processes to ensure successful implementation for payroll while also satisfying the business needs.
Ensures maintenance and control of efficient pay systems to provide accurate and timely payments and reporting. Oversees all payroll reconciliations, processing amendments to pay, benefits, taxes, and other adjustments, posting of payroll to general ledger, and ensures commitments to benefits and pension carriers are met. Continuously identifies and develops solutions for efficiency opportunities to improve productivity.
Establishes and maintains documentation of payroll processes. Ensures necessary controls are in place to identify and mitigate risks, leverage opportunities for areas of accountability and alert the Senior Manager for critical issues as they emerge. Verifies alignment of all areas of accountability to standards, policies and processes; and also ensures compliance with regulatory and other related requirements. Continuously works to improve and optimize processes related to payroll processing.
Develops and implements the necessary controls to mitigate risk, protect privacy, and ensure the integrity of all payroll data and information. Develops and maintains disaster recovery plan to manage risk in the context of system outages or other unplanned events that would have major impact on payroll.
Reviews and approves payroll and benefit related journal entries and accruals/adjustments. Collaborates with accounting to ensure accurate financial reporting of compensation and supports audits as required.
Liaises with internal and external stakeholders and provides leadership in various committees related to payroll. Collaborates on the development, implementation and ongoing management of new/enhanced systems for areas of accountability. Identifies improvement opportunities and documents and leads process improvement initiatives. This will include researching and analyzing the current and past payroll issues and recommends solutions.
Partners with labour relations leaders and stakeholders at key intervals throughout collective bargaining. Provides expertise and advice on feasibility, appropriateness, consistency of proposals, and impacts from a payroll perspective, giving due consideration to compliance requirements, system capabilities, separate legal entity requirements, and other potential issues for payroll.
Manages and conducts research in best practice, trends and methods to ensure optimum approach to delivery of payroll services. Includes identifying opportunities and leveraging technology to streamline and optimize payroll processes.
