**) Manager, Project Management Accounting**. This position manages the operations of the capital portfolio for Facilities and Campus Development (FCD), including analyzing a wide range of financial data for capital projects to identify trends, risks, and opportunities that could impact the financial position of the Facilities & Campus Development (FCD) department and its capital portfolio. Develops financial information, reports and recommendations upon which FCD capital planning and decisions will be based. Participates in preparation, analysis, and management of FCD’s capital budgets, and also supports capital budget planning. Ensures financial analysis and reporting is carried out in compliance with accounting principles, the Institute’s financial policies and procedures, and the relevant acts and regulations.**Duties & Responsibilities**

**ACCOUNTABILITIES***:

- Analyzes financial data for capital projects to identify trends, risks, and opportunities that could impact the financial position of the capital project portfolio. Develops financial information, monthly and ad hoc reports, and recommendations upon which capital planning and decisions will be based.
- Participates in preparation, analysis and management of FCD capital budgets, preparing, analyzing and reconciling forecasting information, expenditures, variances, cash flow, and year-end results.
- Monitors and analyzes capital funding from internal and external sources, reconciling expense variances, identifying deviations from conditions in funding agreements, and carrying out related reporting, including reporting required by the Ministry and other funding agencies (i.e. donors), and auditing requirements.
- Reviews project documentation, ensuring assets are capitalized or expensed in accordance with Public Sector Accounting Board (PSAB) standards, and with the Institute’s capitalization policy. Remains current on internal/external pronouncements on capital accounting.
- Analyzes financial impact of the department’s new/existing contracts for capital work, including related amendments and changes to scope of work. Tracks contract and agreement dates and milestones, and initiates required action. Provides analytical support to RFP processes.
- Manages the asset and project management business system for the department. Provides necessary training and facilitates the integration of data with other BCIT systems in relation to budgets, payments and reporting.
- Liaises with FCD and other Institute leaders, providing information, interpretations, explanations and recommendations on financial matters for capital projects, including those related to financial policies, procedures, and regulations. Implements the necessary controls to identify and communicate risks.
- Engages in continuous process improvement to maintain streamlined accounting processes. Oversees operation of accounting systems and procedures, ensuring optimization to monitor, track, and support capital projects.
- Participates in special projects, providing financial analysis to support project activities. Provides backup for other department positions during absences and peak periods.
- Manages reporting system/administrative support staff, including involvement in hiring, training, development, and performance management.

**Qualifications**

**QUALIFICATIONS***:

- Bachelor’s degree in business or commerce with specialization in accounting or finance
- Professional accounting designation (CPA)
- Minimum 5 years’ progressive experience in accounting or finance with emphasis on project management accounting
- An equivalent combination of education and experience may be considered
- Solid knowledge and technical expertise in capital accounting and financial analysis, complemented by business acumen, critical thinking and conceptual skills
- Advanced analytical skills with ability to translate raw data into meaningful narrative, interpretations and recommendations
- Solid budget planning skills, with ability to participate in preparation, analysis and management of of capital budgets, and to develop related reporting
- Solid communication and interpersonal skills with the ability to provide explanations, present findings, and lead group discussions
- Basic people leadership skills with ability to provide day-to-day supervision to reporting support staff
