The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores. As part of the Office of the Chief Administrative Officer, the Corporate Services (CS) team plays a critical role in supporting the entire organization. Comprised of Corporate Communications & Stakeholder Relations, Corporate Policy, Corporate Privacy & Information, Sourcing and Vendor Performance, Strategy & Business Transformation, Social Impact & Environmental Sustainability and the Corporate Project Management Office, CS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB. The CS team is comprised of approximately 70 staff. What brings CS together as a team is the ability to work together to support both the operational areas of the business and other corporate service areas (e.g., Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate. **About this role**: The Director, Sourcing & Vendor Performance (SVP) leads the sourcing lifecycle procurement management program for the LDB and provides strategic advice to Executives and Senior Managers to facilitate continued business success. This position identifies, analyzes and evaluates client business needs and leads process engineering activities related to the contracting of all indirect goods and services. This position applies expert knowledge in public procurement and contract best practices, identifies policy gaps and makes recommendations for changes and improvement. The LDB’s indirect goods and services procurement activities include capital and operating expenditures of approximately $90 million. The Director of SVP reports to the Executive Director, Corporate Services and has direct accountability for leading all aspects of indirect corporate sourcing and procurement functions including executive reporting, spend analysis, savings analysis, contract reviews, vendor/supplier management, purchasing and audit. The Director establishes, deploys and audits compliance with corporate guidelines, core government policy and legal guidelines for sourcing/procurement. The Director establishes within their categories, coherent sourcing strategies that are consistent with the LDB’s strategic business objectives and continuous improvement efforts. The Director provides leadership to a team of experts to align Sr. Managers against key spend categories to support relationships and drive cost savings, vendor performance and supply continuity. The Director supports their team by developing the team’s strategy, KPIs, prioritizing projects, and contributing directly to sourcing strategies across all areas of spend, negotiating and leading the implementation of critical initiatives aimed at improving and/or reducing costs. This role is the key decision maker if vendor performance concerns are escalated for management direction. Key objectives include standardizing and raising the quality of sourcing, procurement and vendor management processes across all business units and acquisitions by leveraging spend and developing a robust vendor partnership program. Special requirements and working conditions include the ability to travel within the Province of British Columbia, as required, and the ability to work, in addition to core business hours, for extended periods of time.
