**Job Summary**:
Reporting to the Director, Digital Workplace and Technology, this position is responsible for managing, evaluating, and overseeing contracts and budgeting related to Digital & Information Services, hardware, software, cloud and vendor partnerships, while also planning, managing, and tracking the financial aspects of IT operations within the Region.

This position bridges the gap between procurement, IT, finance, and legal departments to ensure that contracts and budgets align with the Region’s technology needs, compliance standards, and strategic financial goals.

The role requires a combination of financial expertise and technical understanding to effectively align IT spending and vendor partnerships with the Region’s objectives.

**Duties & Responsibilities**:

- Forecast future expenditures for software, hardware, cloud services, and other IT operations.
- Manages, prioritizes, plans and rationalizes capital and operating funding requirements for all IT budgets
- Prepare reports on actual vs. budgeted spending.
- Monitor expenses and identify discrepancies or variances.
- Provide detailed analysis to stakeholders on IT expenditures (such as cost-benefit analysis for software licenses).
- Ensure budgets comply with financial policies and industry regulations (e.g., Sarbanes-Oxley or GDPR).
- Assist in audits by providing accurate financial documentation related to IT expenditures.
- Identify areas for cost savings (e.g., software consolidation, cloud optimization).
- Create and track budgets for individual IT projects.
- Monitor costs associated with new software development, system upgrades, or implementations.
- Ensure that project managers adhere to allocated budgets and timelines.
- Provides Operating and Capital budgetary forecasting to departments and IT to support all IT assets
- Evaluate and monitor contracts for IT services, cloud providers, and hardware and software suppliers.
- Ensure spending aligns with service-level agreements (SLAs) and negotiate with vendors to optimize costs.

**Skills & Qualifications**:

- Degree in Finance or Accounting
- 3 to 5 years’ experience conducting financial analysis and developing budgets
- Expertise in budgeting, forecasting, and variance analysis.
- Ability to interpret data and provide actionable insights.
- Familiarity with IT services, software, hardware, and cloud technologies.
- Excel (pivot tables, advanced formulas), budgeting software, and ERP systems (e.g., SAP).
- Capable of explaining complex financial data to non-financial stakeholders.
- Knowledge of IT project life cycles and ability to track project financials
- CGFM, PMP designation
- Experience in municipal finance is a definite asset.
- Knowledge of scope, roles and responsibilities of the Digital Information Service’s department Knowledge of SAP management information system.
