In 1965, Community Living - Grimsby, Lincoln and West Lincoln (CL-GLWL) began as a non-profit charitable organization based in West Niagara and is mandated to provide supports and services to children and adults living with an intellectual disability and their families. We currently offer services to support over 300 participants in Supported Group Living, Supported Independent Living, Host Family, Community Participation, Family Supports, Children’s Respite, and Special Services at Home. Currently, we have a permanent, full-time opportunity for a committed and dedicated Director of Participant Services.

Reporting to the Executive Director, and working closely within the Senior Leadership Team, the Director of Participant Services is responsible for overseeing the planning, development, and continuous improvement of all current, and any expanded participate services, in alignment with the Agency’s mission and strategic goals. This role involves leading and mentoring Service Managers, Supervisors, and Coordinators to create a high-performing, collaborative team environment. The Director of Participant Services is accountable for the financial oversight of services, ensuring they are delivered effectively, efficiently, and within budget. This includes conducting variance analysis, preparing reports, and implementing cost-effective measures.
Key responsibilities include advocating for and implementing service innovations, ensuring quality assurance and compliance with relevant standards, oversite of service operations, and fostering strong internal and external relationships. The position also involves data analysis to identify areas for service improvement, researching best practices, and staying informed on sector trends and legislative changes.
The Director of Participant Services plays a critical role in community engagement, promoting inclusion, advocating for the Agency’s mission, and building relationships with external organizations. The incumbent will manage service vacancies and be the key contact for regional and provincial referrals. Additionally, CLGLWL hold training and development in high regard; the position involves managing orientation, training, and development programs to ensure staff are equipped to provide person-directed services and uphold the Agency’s values. As part of the development of a highly performing team, the role also encompasses recruitment, performance management, and labor relations, and requires a commitment to maintaining a safe and compliant work environment.
**POSITION REQUIREMENTS**:
- Undergraduate Degree in Public Administration, Social Science, Business Administration or related field.
- Equivalent training beyond undergraduate degree in leadership management, and/or in specific areas relevant to the Developmental Services Sector.
- Training focused in leadership, team management, strategic planning, project planning, an asset.
- Training focused in budget preparation and financial oversight, an asset.
- Training focused in data collection, analysis and research methodologies, an asset.
- Training specifically on relevant regulations, quality standards, a strong asset. Knowledge of regulations and standards relevant to children’s and adult services, required.
- Certification in first aid, CPR, non-violent intervention, vulnerable sector check and valid G driver’s license.
- Demonstrated ability to manage multi-disciplinary teams.
- Demonstrated ability to identify issues, develop solutions and implement improvements, including complex conflict situations, required.
- Strong verbal and written communication skills for effective advocacy, report generation and collaboration, required.
- Requires at least 5 years of progressive leadership experience in multiple programs, preferably in Developmental Services.
- Understanding of sector reform initiatives and how they impact service delivery.
- Understanding of strategies to promote and advocate for community inclusion.
- Knowledge of employee/labour relations, practices and legislation.
- Ability to perform in a pressure environment, with frequent interruptions and short deadlines.
- Fluency in French is a strong asset.
