**JOB DESCRIPTION**
**Duties**:

- This Program Manager role reports to the Manager, Facility Management (FM) in Properties and

is responsible for the management of complex facility issues involving multiple stakeholders and
the implementation of priority operational programs, projects and initiatives.
General duties include:

- Portfolio Management: Provide operational support in the assessment of new sites. Oversee

ongoing facility operations of sites upon handover and ensure operations sustainment. Work with
key stakeholders to integrate services, vendors, processes and procedures. Manage contracted
service providers, as required.
- Complex Facility Issues: Work across the Properties team and the organization, exercising

leadership and innovation, to provide analysis, plan, and execute the resolution of complex or
unusual problems in the management of facilities. Manage strategic and priority issues, projects
and initiatives as assigned.
- Safety and Compliance Programs: Operationalize key and emerging safety and compliance

programs, such as the contractor safety, fire safety, confined space, hazardous materials, crane/
hoist maintenance, and the management of winter operations. Develop standard operating
procedures, including training, tracking, audits and inspections.
- Safe Work Planning: Provide oversight for safe work planning for moderate and high-risk facility

work; engage key internal and external stakeholders; ensure Prime duties are appropriately
managed whether via suppliers or internally; lead facility safety investigations when required.
- Project Delivery and Management: Engage with key internal and external stakeholders to

facilitate input and engagement in the planning, definition, design and implementation of complex
operating and capital projects. Work collaboratively with colleagues and vendors to ensure FM
- projects, requirements and priorities are incorporated into the Properties capital plan.- Service Delivery: Contribute to strategies, procurements, contract negotiations and

administration of service and other contracts to ensure continuous improvement. Lead building
- and process improvements to meet occupants’ operational requirements, increase safety or
- improve building performance.- Collaboration: Initiate and foster strategic alliances and partnerships with other areas of BC

Hydro and external organizations for ideas and opportunities to enhance the cost effectiveness
- and efficiency of facility operation and maintenance program(s) and office services.**Qualifications**:

- Bachelor’s Degree, preferably a diploma in Building and Facilities Management, Business, or

equivalent work experience.- A minimum of 10 years of demonstrated experience in planning, development and

implementation of facility operation and maintenance programs, facility asset management
- programs, or project management or operational experience within a complex service or business
- category.- Demonstrated senior level experience in planning or project management (in areas such as

budgeting, fiscal control/analysis, business planning, contract negotiation).- Strong and proven leadership, management, organization, planning, analytical, stakeholder

engagement and problem-solving skills.- Well-developed oral, written, presentation, interpersonal communications and staff management

skills, knowledge and experience.- Knowledge of safety and environmental regulations, concerns, risks and liabilities related to

facilities is an asset.- Demonstrated working experience and knowledge of building systems including HVAC,

elevators, DDC, fire protection and security, communications, building envelope, and structural
- design is an asset.- Good knowledge of the facility management industry and building trade/maintenance allies is an

asset.- Previous facility management industry association experience/membership (eg. Building and

Managers Association (BOMA); IFMA, WEI Facility Management program) is an asset.**ADDITIONAL INFORMATION**
- Willing to travel within British Columbia, as required.
- A condition of employment for this job is that you hold and maintain a Class 5 Driver's license in
