**Responsibilities**:
PRIMARY PURPOSE

Manages the overall reliability, safety and cleanliness of all company rolling stock, station facilities and train layover facilities; and accountable for performing the job with a high degree of attention to personal, passenger and contractor safety and health. The Manager is an integral member of the management team and plays a key role in the overall success of WCE.

KEY ACCOUNTABILITIES

Manages WCE’s contracts for rolling stock maintenance services, bus operations, station operations and maintenance, including overseeing work carried out by contractors.

Develops and maintains long-term preventative maintenance plans, over the life of the rolling stock. Ensures rolling stock maintenance at a minimum complies with all regulatory requirements and uses practical and appropriate safety practices. Ensures that appropriate rolling stock is available to deliver timely, safe and clean service to passengers.

Develops annual rolling stock maintenance and station maintenance budgets, plus short-term and long-term equipment plans and budgets. Manages departmental expenditures and assists in the preparation of departmental budget for inclusion in the Corporate Budget.

Provides leadership in current configuration and change management practices to ensure changes in rolling stock and facilities are compliant with the Safety Management System.

Manages staff including their selection, motivation, training and performance management.

Develops tender documents, evaluates proposals, and coordinates contractor turn-over (if required) for rolling stock maintenance services, station operations, and station facility and train layover facility maintenance.

Provides project guidance for multiple concurrent projects. Reviews, analyses and researches assigned project topics. Liaises with external and internal resources to obtain information. Coordinates scheduling and resources for projects and tracks projects to ensure completion within budget and time frames.

Assumes Duty Officer responsibilities on a regular basis, making decisions on operations and service recovery procedures.

Works directly with CP rail to respond to, mitigate, and prevent train service interruptions.

**Qualifications**:
EDUCATION AND EXPERIENCE

The competencies for this position would typically be acquired through a degree in either business or a technical discipline or certified tradesperson in mechanical or electrical equipment. An Engineering Degree would also be suitable but not required.

Requires seven (7) years in the rail industry including five (5) years responsibility for managing rolling stock, at the management level.

Demonstrated ability in developing business plans

Demonstrated ability to develop cost/benefit analysis

Strong negotiator with previous experience negotiating major contracts

Organized, strong administrative skills

Strong oral and written communication skills

Strong multitasking and time-management skills to manage multiple concurrent projects

Excellent computer skills

**Other Information**:
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
