Reena is a non-profit organization that has provided community services for people with developmental disabilities while promoting dignity, individuality, independence, personal growth and community inclusion within a framework of Jewish culture and values since 1973. Reena advocates for people, and supports individuals to develop spiritually, feel a connection and sense of belonging to their roots, culture and community, but also encourages the expression of everyone’s culture and religious roots, regardless of background and denomination.
This position is accountable for the management of various programs of a given caseload within Reena, as assigned, including, but not limited to, residential, day, outreach, respite, crisis and urgent need, striving for continuous quality improvement towards the fulfillment of Reena’s mission statement. The Program Manager holds the responsibility for managing the supervisors and administrative staff, the distribution of resources and budgets to efficiently deliver programs, and liaising with outside agencies and Ministries to ensure legislative compliance and the best possible quality of life for the supported individuals. Using a person-centred approach, the Program Manager provides experienced guidance to help supervisors facilitate smooth operations, encourage family involvement, handle crises, and deal with lifecycle events. This role also directs and implements agency planning, both immediate and long term, to provide supports for new individuals transitioning into the Reena community, assessing needs and securing services and both initial and ongoing funding.
The Program Manager functions as a representative of Reena within the Developmental Services Sector and the community at large, as an advocate for the population served. The role shares accountability with the Chief Operations Officer and Chief Executive Officer to stakeholders for their assigned caseload with regards to licensing, reporting and communication with applicable Ministries, authorities, as well as to families.
**1) Oversight of Day to Day Operations for Assigned Caseload**
- Caseload lead in the provision of superior service, quality programs and integration of activities across the agency and community
- Responsible for overseeing and implementing all aspects of program management
- Full cycle management of all individuals within assigned caseload starting from intake and development of individualized support plans and budgets through residential/day planning with regards to changing needs
- Oversees and monitors Individual Support Plan and Plan of Care processes
- Management of Direct Support Supervisors providing supervision, professional development, guidance and leadership
- Oversight of Reena locations within assigned caseload, including safety and upkeep in coordination with the Property Department, ensuring the property and infrastructure meets the needs of the individuals, and providing needed resources in conjunction with the Procurement Department
- Processes referrals for and oversees assigned caseload link with external consultants on an episodic or ongoing basis, including but not limited to, Occupational Therapists, Physical Therapists, Behavioural Therapists, and Speech Language Pathologists
- Maintains an on-call schedule for after hours to assist Direct Support Supervisors with crisis issues or contentious situations
- Liaises and utilizes external resources to support individuals, including, but not limited to hospitals, police services, court system, school boards, other agencies, housing authorities and public health services
- Exemplar for Reena’s commitment to community inclusion and family involvement
- Follows Quality Assurance Measures and the Social Inclusion Act (QAM299/10) at all times in management of caseload
- Submits notification of and provides response to Serious Occurrences
- Conducts Case Conferences with regards to individuals
- Ensures assigned caseload complies with all program policies, Ministry requirements and all applicable legislation
- Participates and attends various internal meeting groups, including but not limited to Program Managers, Management Council, Continuous Quality Improvement, Labour Management, Joint Supervisors, Day/Residential/Outreach
- Ad hoc creation of and participation in committees
- Chairs committees as needed
- Serves as back up for other managers to ensure coverage of caseloads during periods of vacation or transition
**2) Employee Relations**
- Manages, coaches, counsels and assigns work to Direct Support Supervisors, Social Workers and administrative staff for assigned caseload
- Conducts regular supervisions, performance appraisals and team meetings
- Deals with major staff issues in conjunction with Direct Support Supervisors and the Human Resources Department
