Establishes, coordinates, and implements quality initiatives for the child care and early years (CCEY) community. Leads community based quality initiatives; and ensures quality standards/practices in CCEY programs are met.
Duties/Responsibilities
- Supervises a Quality Initiatives Coordinator.
- Engages licensed child care and early years programs in quality improvement process. Conducts annual site visits to community operators. Communicates non compliance and low operating standards as potential violations to the Ministry of Education and/or management. Recommends corrective measures and continuous improvements. Responds to appeals.
- Coordinates policy development and planning related to the quality initiative.
- Engages stakeholders, (working groups, consultation sessions) in the development of community wide quality standards and supporting tools, resources, and evaluation measures. Communicates same to parents and practitioners. Provides linkages to community resources and training, incentives, and supports to participants to achieve benchmarks and goals. Develops partnerships with community agencies, professionals, researchers, and consultants.
- Participates in community forums. Provides updates and advice on program quality, guides community projects, and collaborates regarding quality initiative delivery.
- Compiles/tracks data and generates/reviews reports. Evaluates and shares outcomes. Implements and enforces the mandatory participation policy.
- Consults with the Professional Resource Centre, and other community groups and services to plan and develop professional learning. Collaborates with partners to develop and deliver training plans; identify and encourage use of resources; identify gaps in services; and make recommendations.
- Develops action plans to support systematic changes, with the Manager. Assists to coordinate initiatives that contribute to and increase quality standards in the sector.
- Coordinates the review, expansion, and modification of benchmarking criteria, in consultation with management and other departmental staff to ensure consistency/alignment with divisional and departmental strategies. Networks with other communities to keep informed on quality initiatives and evaluation methods.
- Develops, implements, and evaluates processes for booking and completing site visits with providers. Ensures site visit summaries are completed, shared, and stored confidentially, per legislation.
- Participates in divisional and departmental meetings. Represents the Region on committees and planning groups.
- Reviews research and quality projects to ensure local approaches and practice reflect best practice.
- Administers and monitors the Section budget. Has a P-card. Makes recommendations regarding budget lines.
- Consults and exchanges information with community/social service agencies, other government agencies, schools, neighbourhood groups, committees, and consultants. Provides information to Manager and/or communications to staff to support the development of media releases and information sharing to the media.
- Performs related duties, as required.
- Knowledge, Skills, and Abilities
- Must be a registered Early Childhood Educator in good standing with the College of Early Childhood Educators of Ontario.
- Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation (e.g., early childhood education, child care and early years, child and family services, health and safety).
- Communication, leadership, human relations, facilitation, and presentation skills to supervise, train, develop, motivate, and support staff; communicate and promote the program to community organizations/groups and other levels of government; lead pro
