Interagency Agreements Coordinator

Reporting to the Legal Counsel of the Edmonton Police Service (EPS), the Coordinator will be responsible for planning, executing, and supporting the Branch’s initiatives and programs in creating the formal conditions for advancing the organization’s interagency relationships and strategic partnerships. One of the primary focuses of this position will be to develop, implement and manage all aspects of the Memorandums of Understanding (MOU) portfolio. The MOU portfolio captures and reflects the formal interagency agreements, partnerships and relationships that guide how the EPS works with our “Partners and Advocates” to strengthen and advance the mutual goals of “being relentless on crime and a leading partner in building community safety.”
In this demanding role, the Coordinator will work closely with the Branch’s legal advisor, senior leaders, and internal stakeholders from Bureaus and across the EPS. The Coordinator will also proactively build relevant networks, systems, standards, and tools and lead or support developing and implementing policies, procedures, and decision-making processes to achieve the organization’s strategic partnership goals. The Coordinator must be adept at navigating complex information, distilling it into key points and communicating those points effectively.
- Evaluate whether service requests properly fall into the scope of MOUs.
- Act as lead or support for organizational approach or strategy regarding formal interagency agreements, best practices, templates, collection of data/statistics, report on user feedback, plans for process improvements, or any related matters.
- Manage intakes and screening requests for formal agreements for interagency or partnership programs, projects or initiatives as may be received from internal or external stakeholders and respond appropriately.
- Conduct analysis, research, and consultation of proposed formal agreements, including purpose, objectives, programs/initiatives, legislative or regulatory requirements, values and benefits, EPS and partner responsibilities, risks, costs, information sharing and privacy issues, resource allocation.
- Prepare advice and recommendations on the proposed formal agreements, alternatives or options.
- Draft, organize, advise and facilitate the appropriate content, issues, form, processes and approval requirements.
- Analyze, understand and summarize complex agreements and other documents into concise business language in the form of memorandums, reports and briefing notes.
- Communicate and liaise with various internal and external stakeholders with diplomacy and political acumen, which could include the development of processes for communication and meeting with clients and partners, both internally and externally.
- Serve as a functional expert on all matters relating to the MOU portfolio, supporting the Branch’s Director and other internal stakeholders responsible or impacted by the proposed formal agreements.
- Identify relevant training needs, develop and deliver training programs and documentation.
- Lead and support the development and implementation of policies, procedures, and decision-making processes to achieve the organization’s strategic partnership goals.
- Coordinate, delegate and supervise staff in the execution of tasks and responsibilities.

**Qualifications**
- A university degree in business administration, public administration or a discipline as required by area of specialization.
- A minimum of five (5) years of progressively responsible experience in a combination of strategic and operational business planning, working with corporate performance measures and budgets; business case development.
- Leadership and project management experience with a public sector environment would be beneficial.
- Strong writing skills to write in clear and understandable business language, particularly in the drafting of memorandums or briefing notes for leadership.
- Experience in reviewing and revising inter-agency agreements or similar types of agreements is considered a highly beneficial asset.
- Advanced computer skills using Smartsheet, MS Word, PowerPoint, Publisher, Excel, and Acrobat skills. Proficiency in other business intelligence or project management tools is a highly desirable asset.
- Experience in working with lawyers or working on legal documents considered an asset.
- Ability to exercise a high degree of judgment and discretion in completing assigned tasks.
- Ability to thrive in a fast-paced environment while leading and managing several projects simultaneously with strong time management and prioritization skills
- Ability to effectively develop networks, drive for results, build collaborative environments and creative problem solving to improve/build programs and services.
- A background in intelligence-led policing, knowledge management and policing business performance research and processes would be an asset.
