As a HR Manager you will manage and lead a team responsible for the development and/or the delivery of a HR program to clients.
The duties may include
- Providing operational and/or functional advice and interpretations to various partners/ stakeholders such as managers and senior management.
- Conducting research and analysis to develop strategies, options and initiatives.
- Writing briefings and background papers for senior management on issues and cases that impact the program.
- Developing policy instruments, tools and products that are client centric and create efficiencies for the delivery of the program.
- Leading in the development and/or implementation of a national HR initiative or file.
This may involve managing resources in both an in-person and/or virtual working environment.
Due to the COVID-19 pandemic, public health recommendations and restrictions are in place across Canada and may change as circumstances evolve. You may be required to temporarily work remotely (e.g. from home). Further information will be provided if you are selected for the position.

The pool established from this staffing process will be used to staff job numbers: HR/RH5601, HR/RH 5101 and HR/RH 5201.

Canada Revenue Agency (CRA) employees who are a current or former incumbent of an HR-04, equivalent or higher level position or who are currently acting at an HR-04, equivalent or higher level.
AND Federal Public Service employees in organizations found under Schedules I, IV and V of the Financial Administration Act residing in Canada who are a current or former incumbent of a PE-03, equivalent or higher level position or who are currently acting at a PE-03, equivalent or higher level.
AND eligible veterans and Canadian Forces members
AND individuals with preferred status who live or work within the general rule of minimum distance of the position(s) being staffed.
For positions in the Atlantic Region, priority may be given to those who live or work within the general rule of minimum distance of the position being staffed in the CRA offices located in the following cities: Summerside, Charlottetown, Bathurst, Moncton, Saint John, Halifax, Sydney, St. John’s, or Mount Pearl.
Qualified members and former members of the Canadian Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.
**Essential staffing requirements**
To be eligible, you must meet the following requirements.
**Education**
The CRA’s minimum education standard for HR/RH, which is a degreefrom a recognized postsecondary institution or CRA alternatives*
- The approved alternatives include:
- Three years of experience in a field related to the designation or in Human Resources; and The eligibility for a recognized professional designation relevant to CRA business.
- Three years of HR experience and any one of the following five options.
- A diploma from a recognized postsecondary institution in a field of study relevant to one of the CRA's business lines or corporate support areas; **or**:
- A certificate in a human resources discipline from a recognized postsecondary institution; **or**:
- A certification** in a human resources discipline directly related to the position being staffed; **or**:
- A satisfactory score on the test approved by the CRA as an alternative to university graduation; **or**:
- A prior learning assessment that has been accepted for entry-level master's program by a recognized postsecondary institution.
3.Three years' experience as a manager with responsibility for people management; **and **A secondary school diploma or CRA-approved alternatives.
