**JOB SUMMARY**
- The Office of Emergency Management is responsible for planning, coordination, delivery, implementation and evaluation of the City of Ottawa’s Emergency Management and Business Continuity Planning Programs. OEM liaises directly with key local, provincial and national partners in the assessment and management of confidential information for the purpose of joint planning, threat and risk assessments, critical infrastructure protection and continuity planning.
- You liaise with representatives of:
- provincial agencies including Emergency Management Ontario, Ontario Provincial Police and other provincial ministries;
- federal agencies including federal ministries and specifically CSIS, RCMP and the Department of National Defence (DND);
- non-governmental agencies including the Canadian Red Cross and the Salvation Army; and
- public and private agencies and businesses; to conduct joint planning, threat and risk assessments, critical infrastructure protection and continuity planning through the assessment and management of confidential information.
- You are also responsible for: coordinating the development of emergency management and business continuity plans, policies, rules and procedures; managing plan development and training projects; organizing and conducting emergency preparedness training and exercises; and evaluating the effectiveness of plans and training.
**EDUCATION AND EXPERIENCE**
- Completion of 4 year university degree in Emergency or Risk Management or related field such as Business Administration or Communications with additional training in emergency management
- Completion of courses in emergency management or business continuity is an asset
- Minimum of 5 years of experience in large organizations with a range of related experience in, for example, communications, public engagement, research and project management
- Experience with multi-disciplinary/jurisdictional groups on emergency planning projects and exercises is an asset
**CERTIFICATIONS AND LICENCES**
- Associate Emergency Manager (AEM) certification with IAEM within the timeframe determined by the employer
- Certified Emergency Manager (CEM) certification with IAEM is preferred
- Associate Business Continuity Professional (ABCP) designation
- Certified Business Continuity Professional (CBCP) designation is preferred
- Project Management Professional (PMP) certification is an asset
**KNOWLEDGE**
- Emergency and risk management, business continuity principles, concepts and techniques
- Methods for identification and analysis of security threats and risks
- Current and applicable federal, provincial and regional legislation affecting municipal government emergency/risk management and business continuity plans
- Departmental business functions and associated records that are critical in the event of an emergency for the continuity of the department’s business
- The City’s organizational structure, policies, procedures and key contacts in the context of emergency and risk management and business continuity
- Adult education and training practices
- Project management concepts and techniques
- Knowledge of applicable health and safety legislation, including the rights and duties of workers

- Ability to write complex and comprehensive reports and communicate effectively verbally, to relate to people both internally and externally at all levels, to convey an understanding of current legislation affecting emergency and risk management and business continuity activities, to present technical data to various audiences and to make effective recommendations

- Ability to remain current with emergency and risk management and business continuity trends, practices, legislation, corporate and departmental policies
