**General Accountability**
Reporting to the Manager, Grants and Special Projects, the Project Consultant, LINC (Language Instruction for Newcomers to Canada) provides guidance and oversight to the LINC faculty and staff, supporting English language learners to achieve success. This position will focus on the delivery of LINC programming in collaboration with stakeholders, both internal and external, to Saskatchewan Polytechnic.
The LINC program primary focus is to teach English language skills (reading, writing, speaking and listening) to adult permanent residents withing the province of Saskatchewan.

- Maintain effective communication and support with faculty, staff, learners and management.
- Understand and adhere to the Contribution Agreement held with IRCC; write and submit reports and statistics required for reporting to IRCC.
- Monitor delivery of programming, ensuring a level of excellence is being maintained.
- Monitor and report LINCs financial and physical resources to ensure program success.
- Monitor trends, make operational decisions, and lead change initiatives, ensuring learner and funder satisfaction.
- Develop and implement marketing strategies to promote the program and ensure full intakes of learners into programs and monitor attrition.
- Budget; understand the budget, submit requests for operating and capital requirements, monitor expenditures and ensure expenditures remain within the budget.
- Participate in faculty/staff recruitment/selection, orientation, and coaching and mentoring.
- Supervise, train, assign and monitor the work for LINC staff
- Facilitate commonality of program standards and outcomes regardless of where the learning is taking place (i.e. location).
- Lead LINC staff meetings; attend other meetings as required.
- Lead professional development planning.
- Support the daily operations of LINC.
- Act as a first point of contact for learners with concerns/complaints.
- Participate in leading and supporting learner orientation initiatives to ensure consistent learner onboarding experiences.
- Participate on both internal and external committees that relate to LINC and to the Centre for Continuing Education.
- Contribute to the development and implementation of initiatives within the Training Solutions team and more broadly the Centre for Continuing Education.
- Work with the Continuing Education leadership team to research new initiatives and offerings within the Centre for Continuing Education.
- Champion and model diversity to support an inclusive environment.
**Required Qualifications, Skills and Abilities (QSA)**
- 1. A four-year degree in English, Education, Communications, TESOL, or an equivalent combination of education and experience.
2. An adult English as a Second Language or Foreign Language teaching certificate recognized by TESL Canada.
3. A minimum of three years’ experience in planning, developing, implementing and leading English language programming to adult learners.
4. Experience implementing and monitoring Portfolio Based Learning Assessment (PBLA) methodology and the ability to complete PBLA Administrator training - is considered an asset.
5. Leadership and supervisory experience, providing operational and/or strategic level impact.
6. Excellent communication skills, both verbal and written, with the ability to create and foster relationships with clients/stakeholders and partners.
