**Job Description**:
***:Under the general supervision of the City Solicitor, and the technical direction and guidance from the Deputy City Solicitor, is responsible for providing a wide range of legal services including file management and document review, preparing draft agreements for all City Departments; conducting searches and registrations; providing transactional support and completing research of legislation and policies in support of requests for legal advice; preparing draft responses; liaising with outside legal counsel and client departments.

**MAJOR RESPONSIBILITIES**:

- Manages annual revenue stream, and maintains financial records for the Deferred Legal Services Account and other generated revenue payable under the City’s User Fee By-law.
- Participates in annual budget process for the Division.
- Manages the budget and reconciliation specific to real estate and development files, and ensures City-wide licensing and regulatory compliance for City’s Teranet and ONCORP accounts.
- Provides advice and guidance to all City departments related to, real estate, development, capital infrastructure and operations, commercial leasing, licensing, environmental, construction, municipal and corporate/commercial matters.
- Provides advice and guidance to all City departments regarding procedures and processes to ensure legislative compliance and due diligence. Coordinates, prepares and monitors the Division’s annual operating and capital budget, as directed by the City Solicitor
- Provides technical direction and guidance to the Office Administrator regarding financial transactions and file administration.
- Drafts and presents corporate reports to, and answers on-the-spot questions of, Council.
- Engages in pre-consultation with development community and relevant City department regarding new development proposals.
- Liaises and collaborates with external legal counsel, customers, consultants and general public.
- Participates in formulation of policies and procedures to ensure legislative compliance.
- Reviews and approves draft subdivision and condominium plans, draft reference plans and required related documentation to ensure compliance with draft plan approval and legislative requirements.
- Drafts, assembles, prepares and reviews documents, agreements and supporting material, including real estate, development, capital infrastructure and operations, commercial leasing, licensing, environmental, construction, municipal and corporate/commercial matters.
- Responds to inquiries and resolves concerns, as appropriate, from City departments, outside legal counsel, private sector interest, and other governmental bodies.
- Appropriately provides quality customer service in responding to legal inquiries in the absence of the City Solicitor or Deputy City Solicitor.
- Represents Division on various City committees, as required.
- Attends minor court and tribunal appearances, such as adjournments, status hearings, etc., as required.
- Reviews and conducts legal research and prepares documents for administrative tribunals, boards and meetings using online legal research databases and other electronic sources.
- Provides general office coverage for other staff as required.
- Performs other duties as assigned, in accordance with City and Division objectives.

**QUALIFICATIONS**:
**Education/Experience**
- Diploma in a Law Clerk program along with five years’ experience as a law clerk in a private or public sector environment; or
- Secondary school graduation and seven years’ experience as a law clerk in a private or public sector environment
- Knowledge of and ability to interpret applicable legislation and related regulations, municipal by-laws, codes, and standards
