The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The **procurement specialist **works collaboratively within the procurement team, as well as cross-functional teams, to provide comprehensive analysis, market research, data interpretation, data intelligence and advice by compiling, reviewing and presenting multi-source data for procurement projects, business improvement initiatives, supplier management programs and other initiatives that help improve outcomes across departments.
**What you do**:
- Conduct market research and data analysis from all available sources and synthesizes information into effective presentations that support successful decision-making.
- Work closely with Legal on key contracts, including negotiation of contract terms and conditions, contract execution, deliverables measurement and monitoring, deficiency reporting and resolution, change controls and payment approvals.
- Coordinates and participates in process improvement initiatives and related enhancements.
- Ensures proper governance of procurement related records.
- Identifies opportunities to standardize, develop, enhance, and create new templates, tools and related procurement documents.
- Gathers, documents, and validates business requirements from internal stakeholders.
- Performs in-depth analysis, including financial analysis, of bid responses, and develops and presents insights that assist with related decision-making.
- Analyse company-wide spend activity; identify, present, and recommend opportunities to aggregate, standardize, minimize costs, and improve total value to various levels of VFPA.
- Conduct competitive procurements, including facilitation of the evaluation process, and negotiations of applicable commercial terms.
- Consistently delivers value for money and proactively identifies incremental savings opportunities across multiple departments.
- Develops negotiation strategies and plans, as well as communicates, facilitates and leads the negotiation process on behalf of departments, as appropriate.
- Identifies appropriate suppliers to fit departments’ business objectives, as well as identifies other optimization opportunities for incremental benefits.
**What you bring:
- Completion of an applicable diploma.
- Minimum of 4 years’ relevant procurement experience that includes progressive analysis and presentation of spend data, as well as delivering end-to-end competitive procurement services, which entails multi-category experience including developing procurement strategy using data insights, improving business processes, communicating procurement policy, and working knowledge of relevant contract terms and conditions.
- Considerable category spend management experience and Supply Chain Management Professional (SCMP) designation, or equivalent, would be an asset.
- Must have excellent computer skills including, Microsoft Office suite.
- Experience working in a procurement enablement role and improving business processes is preferred, including proficiency with a computerized procurement system.
