**_The following is a long-term contract opportunity for approximately one-year working 35 hours/week._**
As a member of the Payroll team, the
**Payroll & Benefits Administrator **provides support with primarily full cycle payroll and benefits administration including preparation of general ledger entries, account reconciliations and ad-hoc information requests.
**KEY RESPONSIBILITIES**
- Payroll:
- Prepare and input semi-monthly payroll for salary, hourly staff and pensioners.
- Process all new hires, terminations and payroll changes.
- Prepare payroll spreadsheets as required.
- Prepare and process journal entries, analyze transactions and prepare account reconciliations, as well as perform year-end activities including updating taxable benefits.
- Prepare and send out salary changes for approval.
- Maintain confidential personnel files.
- Maintain records for storage of inactive payroll files.
- Prepare new employees setup in the payroll system. Ensure time tracking and payroll are setup according to policy and working properly.
- Set up and maintain reports in the time tracking system.
- Conduct payroll and time tracking & absence management orientation with new employees.
- Provide training regarding time & attendance, and payroll system.
- Prepare routine payroll and benefit correspondence.
- Prepare T4s and T4As for employees and generate T4s for Councilors.
- File payroll related filings, such as Records of Employment (ROE), reporting for T4, T4A.**Benefits**:
- Conduct benefit orientation with new employees.
- Maintain employee benefits for any employee changes: enrollment, termination, address changes, etc.
- Administer the group benefits plan and ensure accurate deductions are entered for payroll calculations.
- Reconcile employee enrollments on benefit programs on a monthly basis.
- Perform follow-up to billing by vendors to ensure enrollment is accurate and any changes requested have been completed.
- Prepare the annual Total Compensation Statements for staff.
- Code vendor invoices for payment.
- Prepare Time Off Reports for analysis each quarter.
- Prepare vacation accrual reports each quarter.
- Review timesheets and overtime for reasonableness and approvals, if required.
- Ensure Time Off requests that require Leadership approval are approved.
- Pension:
- Produce and upload weekly demographic file for record keeper.
- Download statements and reports for each plan and the update accounting pension spreadsheets monthly.
- Prepare requests for actuary to prepare pension estimates, and statement of elections.
- Prepare correspondence to inform employee about their pension paperwork. Distribute reviewed correspondence.
- Update/maintain actuarial spreadsheet tracking pensionable and credited service and pensionable earnings.
- Maintain pensioners spreadsheet including current recipients, deferred recipients, and closed files
- Maintain pensioner and deferred pensioner contact information.
- Prepare record keeping spreadsheets and data required by Actuaries each January.
- Prepare Form 21 in January each year and monitor throughout the year to ensure no further changes are required.
- Prepare and send out Annual Pension Statement for Employees and Pensioners.
- Prepare annual CPSA pension return.
- General:
- Schedule Payroll Team meetings and maintain the meeting agenda.
- Prepare spreadsheets to determine the Milestone Award recipients.
- Prepare and update payroll related budget spreadsheets, and forecasts.
- Prepare ad hoc reports as required.
- Respond to general employee inquires regarding payroll and benefits.
- Analyze changes in payroll legislation and identify implications for CPSA.

**QUALIFICATIONS**
**Education**:
- Advanced technical knowledge of a specific function or discipline (specialist), or general business knowledge of multiple functions or business processes (generalist) typically obtained through 2-3 year post-secondary diploma, or equivalent.
- Payroll Compliance Practitioner Certificate is required.
**Experience**:
- Requirement for 3 to 5 years of occupational experience.
**Skills**:
- Intermediate level in MS Word and Excel.
- Good communication skills and attention to detail required.
- Must be able to handle multiple tasks and deal with interruptions.
- Must be well organized and able to meet multiple deadlines.
**SALARY**
The salary for this contract position is $56,417 annually and includes a comprehensive benefit package.
