Shared Health leads the planning and coordinates the integration of patient

  • centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

**Position Overview**

Under the direction of the Director, PHLRS, the Labour Relations Consultant would be responsible for:

  • Developing and implementing labour relations strategies, including collective bargaining strategies and negotiation proposals for employer organizations in the health sector within approved mandates and a provincial health labour relations framework.
  • Consulting with employers’ organizations and other stakeholders, regarding health labour relations issues to inform the development of negotiation strategies and proposals for collective bargaining with unions representing nurses, physicians, medical residents, physician and clinical assistants, professional/technical/paramedical employees, facility support employees and community support employees.
  • Providing communications updates and labour relations advice to the employers’ organizations.
  • Conducting negotiations and resolving contractual disputes through the use of effective dispute resolution strategies and processes.
  • Implementing collective agreements, including orientation and training for employers’ organizations.
  • Drafting, implementing and interpreting collective agreements and other remuneration agreements.
  • Interpreting labour and other health labour related legislation, to develop and implement labour relations strategies and negotiation positions.
  • Developing and drafting interpretation manuals for health sector collective agreements to ensure health sector collective agreements are administered consistently across the provincial health system.
  • Conducting classification, compensation and benefit reviews for the health employers’ organizations.
  • Engaging with stakeholders, including Manitoba Health, Seniors and Active Living and inter-provincial counterparts, on matters relating to health labour relations and the negotiation of health sector collective and other remuneration agreements.
  • Supporting the negotiation of essential services agreements.
  • Supporting health human resource planning, including contingency planning for emergency preparedness; and;
  • Facilitating the implementation of The Health Sector Bargaining Unit Review Act.
  • The nature and scope of the work performed is non-routine, highly varied and operates in an environment that requires a high-degree of independence and fiscal responsibility.

**Experience**

  • Five (5) to eight (8) years directly related experience in Human Resources/Labour Relations in a unionized environment, preferably in healthcare.
  • Negotiation experience, including as a lead negotiator.

**Education (Degree/Diploma/Certificate)**

  • Relevant undergraduate degree in related discipline.
  • Certificate in Human Resource Management an asset.
  • Successful completion of other relevant education program is an asset e.g. Leadership, Conflict Resolution, Mediation Skills, Arbitration Skills.
  • A combination of education and experience may be considered.

**Certification/Licensure/Registration**

  • CPHR designation an asset.

**Qualifications and Skills**

  • A thorough knowledge and understanding of relevant labour legislation.
  • Must have advanced problem-solving abilities and the ability to exercise sound and impartial judgment.
  • Must have excellent interpersonal skills.
  • Must have the ability to prioritize and organize work effectively and efficiently.
  • Must have effective oral and written communication skills.
  • Must have a high degree of integrity, dependability, honesty, tact, ethical standards and confidentiality.
  • Must have a commitment to personal continuing education and professional development.
