Reporting to the Deputy Clerk, the Legislative Specialist is responsible for the following:

- Responsible for performing research, benchmarking, and analysis, and making recommendations for by-laws, corporate policies, and staff reports with respect to legislative requirements impacting the Township of King.
- Provides support, consultation and advice to Township departments to ensure compliance with requirements under legislation including but not limited to the Accessibility for Ontarians with Disabilities Act (AODA), Heritage Act, Municipal Act, and Planning Act.
- Coordinates special projects within the Clerk’s Division relating to business process improvements, legislative updates, and implementation of new business solutions.
- Provides Township leadership with expert municipal advice and analysis in identifying, developing and recommending strategies and policy options.
- Assists with research and policy projects, including setting project goals and deliverables, and conducting qualitative/quantitative analysis and jurisdictional scans.
- Creates and circulates Planning Notices pursuant to the legislated requirements of the Planning Act and prepares and submits Ontario Land Tribunal municipal appeal packages and Official Plan Amendment packages for approval by the Region of York.
- Prepares Heritage Act notices and by-laws; assists with related staff reports and correspondences.
- Prepares notices, agendas, minutes and attends meetings for assigned advisory and standing committees of Council and/or task forces (i.e. Accessibility Advisory Committee, Dog Appeal Committee).
- Drafts, prepares and coordinates the Township’s Multi-Year Accessibility Plan.
- Processes permits and licences under AGCO jurisdiction including, but not limited to, Lottery Licences, AGCO Municipal Consents, and Temporary Patio Permits.
- Coordinates the delivery of provincial programs, as applicable to the Clerk’s Division (i.e. Tile Loan Program).
- Participates in the election administration and process (i.e. materials assembly, training, site inspections, advanced polls, election day).
- Prepares correspondence, municipal forms, policies, and reports.
- Assists the public with inquiries, which include real property inquiries, Council minutes and reports, and queries about the municipality's various programs and services.
- Delivers exceptional customer service with respect to providing accurate information to service providers, the general public and/ or staff to address a variety of inquiries.
- Assists with gathering, writing, editing and proofreading website content to ensure consistent and accurate information is maintained.
- Acts as Commissioner of Oaths for Affidavits and Statutory Declarations.
- Issues marriage licences and organizes, prepares, and performs civil marriage ceremonies.
- Other duties and responsibilities as assigned.

The successful applicant will possess:

- Post-secondary university degree in Political Science, Public Administration or a related field.
- 3-5 years of experience in a municipal environment.
- Completion of the Municipal Administration Program (MAP) from AMCTO preferred.
- Certificate or Certification in Project Management, Records Management, Business Administration, or Legal Assistant, or related field, is considered an asset.
- Strong writing, research, problem solving, analytical and project management skills to meet program objectives and timelines.
- Demonstrated sound decision-making skills in handling situations of a complex and sensitive nature.
- Excellent interpersonal and communication skills to deal effectively with staff and groups, delivering effective presentations.
- Excellent organizational, time management and problem-solving skills with the ability to coordinate multiple tasks efficiently.
- High level of political acuity/acumen, competency and sound judgement in dealing with politically sensitive, contentious and/or confidential matters.
- Strong attention to detail and accuracy.
- Comprehensive knowledge of Council/Committee governance structure, policies and procedures, processes and protocols.
- Demonstrated ability in minute taking.
- Ability to work independently with little supervision.
- A valid class G driver's license is required and a reliable vehicle to use on corporate business.
