**Duties**:
Reporting to the Chief Building Official (CBO), the Supervisor of By-law Compliance leads the By-law Division within the City’s Building & Planning Services Department, overseeing a team of by-law enforcement officers. This role ensures effective enforcement of municipal by-laws and provincial legislation through education, compliance, and prosecution, while also monitoring agreements between the City and external parties such as contracted animal control services.
The Supervisor acts as the lead officer, overseeing service requests, dispatching calls, and providing guidance to staff. Responsibilities include representing the By-law Division, advising Council and Committees, facilitating public consultations on by-law updates, and managing enforcement-related projects. The role also involves preparing and presenting evidence in court proceedings, administrative hearings, and tribunal processes related to municipal by-law enforcement.
Collaboration with internal departments, external agencies, and stakeholders is key. The Supervisor is expected to provide leadership, mentorship, and ensure professional, ethical, and informative interactions with the public while occasionally fulfilling general and administrative duties for the Division in the absence of the CBO.
**Work Performed**:
- Lead, coordinate, and oversee municipal by-law enforcement operations, ensuring compliance with municipal by-laws, provincial legislation, and enforcement protocols.
- Supervise and provide guidance to enforcement officers, including work planning, staff training, performance evaluation, and ensuring adherence to health and safety regulations, and the City’s corporate strategic initiatives and policies.
- Supervise the administration of by-law licensing and other programs (including dedicated/assigned staff personnel), such as but not limited to Bed and Breakfast/Guest Room Establishments, Short-Term Rental Accommodations, Trade Licensing (Plumbing / Drain layer Contractors), Backflow Prevention/Sewer-Use, Community Safety and Well-Being.
- Oversee and assist in the implementation of the City’s Administrative Monetary Penalty System (AMPS), including enforcement processes, associated contracted positions and digital enhancements.
- Act as a primary point of contact for the public, businesses, City officials, and other stakeholders regarding by-law enforcement matters, offering education and conflict resolution strategies.
- Ability to investigate and respond to by-law complaints, coordinate inspections, and oversee enforcement actions, including the issuance of notices, orders, and fines.
- Assist in the development and implementation of enforcement policies and strategies to enhance service delivery and efficiency.
- Oversee compliance with Municipal By-laws, such as but not limited to, property standards, lot maintenance, short-term accommodation regulations, noise control, animal control, signs, parking and fence & hedge.
- Oversee the issuance of swimming pool permits, driveway alteration permits, and sign permits not requiring review by the Chief Building Official.
- Ensure enforcement activities align with the Department’s policy & procedures, Planning Regulations, Ontario Building Code provisions, and other Applicable Laws/Agencies, while collaborating with internal departments as needed.
- Prepare reports, statistical summaries, and enforcement recommendations for senior management and Council as required.
- Lead and support legal proceedings related to by-law infractions, including preparing evidence, attending court hearings, and representing the City at tribunals and legal proceedings.
- Promote and implement digital solutions to enhance enforcement operations, including, e-ticketing, and data-driven process improvements.
- Participate in and contribute to budget planning and forecasting for by-law enforcement operations in collaboration with the Chief Building Official, and possess the ability to establish, monitor and control costs.
- Ensure compliance with all workplace Health and Safety Policies and Procedures, reporting and addressing any risks, incidents, or injuries as required.
- Refer special and/or unusual situations to the Chief Building Official for direction.
- Provide visible and positive leadership within the By-Law Division, developing and nurturing a work environment that is inclusive, respectful and motivating.
- Perform other related duties as assigned to support enforcement operations and municipal service objectives.
