**POSITION PURPOSE**
**MAJOR RESPONSIBILITIES**
- Develop work plans, monitor and deliver according to the talent acquisition service delivery model. Establish and maintain market and talent landscape insights including a comprehensive view of industry trends, competitors, and innovative talent acquisition techniques and strategies.
- Collaborates with HR Business Partners and Labour Relations to ensure compliance and integration of talent acquisition initiatives to related programs, policies and practices.
- Lead and oversee the Region’s campus program including the summer student program, co-operative opportunities and strategy to attract and retain students.
- Provides recommendations and input to budget and business plan development, relating to talent acquisition needs, special projects, outsourcing options and work plans.
- Manages and negotiates contracts and relations with several vendors the team is reliant on (ATS, social media, consulting, executive search, etc.) Manages external partners to support talent acquisition programs; manages terms of reference, monitors expenditures and provides oversight.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
**QUALIFICATIONS**
- Successful completion of a University Degree in Human Resources, or related field or an equivalent approved combination of education and experience. Relevant certification(s) pertaining to recruitment and retention.
- Minimum five (5) years in a related role including proven recruitment experience in a multi-disciplinary and multi-union organization and/or public sector environment, including demonstrated minimum of two (2) years of direct supervisory experience; ideally within a unionized environment.
- Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations. Ability to develop meaningful and trusted relationships and to partner with and manage stakeholders at all levels of the organization.
- Demonstrated experience leading projects and large initiatives as well as designing processes and programs.
- Demonstrated consulting, facilitation and advisory skills and ability to successfully promote new concepts and ideas.
- Demonstrated ability to lead, build and manage a team.
- Comprehensive knowledge of the relevant legislation and regulations industry best practices with the ability to translate to healthy and inclusive workplaces and practices.
- Ability to develop meaningful and trusted business partner relationships and manage stakeholders at all levels of the organization.
- Proficiency in behavioral interviewing methodologies, competency-based techniques, and/or other selection and assessment tools.
- Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
