Watershed District Manager

**NORTHEAST RED WATERSHED DISTRICT**

**HIRING DISTRICT MANAGER**

The Watershed District is a non-profit organization funded by the Province of Manitoba and Partner
Municipalities to improve water quality and the environment.

Reporting to the local Board of Directors, the incumbent is responsible for:
**PLANNING, DEVELOPMENT & IMPLEMENTATION OF PROGRAMS**
- Manager is hired by the Board and responsible to that Board
- Work under the general direction of the Board
- Prepare budgets, plans, studies, reports and guidelines for approval by the Board
- Long and short term works programs
- Work towards goals and actions developed in the Integrated Watershed Management Plan
- Work with Board and stakeholders to review and update Integrated Watershed Management Plan
- Provide advice to Board, partner municipalities and district ratepayers
- Responsible for maintaining liaison with partner municipalities and district ratepayers, provincial and federal governments
- Prepare proposals, agreement and contracts for external funding
- Review and work within District policies
- Prepare and make presentations

**QUALIFICATIONS**
- Proven initiative to work with variety of disciplines
- Theory and principals of soil and water management
- Related degree or resource management graduate or number of years related experience
- Understanding of government process
- Excellent written and verbal communication skills
- Proficiency in Microsoft Office

**PROJECT MANAGEMENT**
- Direct the implementation of district and Subdistrict programs ensuring delivery according to schedule, within budget and according to Board policies and priorities
- Direct day to day operations of the District including the maintenance of buildings, facilities, and equipment.
- Maintain up to date equipment and materials inventory
- Ensure all permits, landowner agreements, right of access forms, etc., are obtained prior to construction activity and advise the Board of any reason why this cannot be achieved.
- With consultation from the Board, hire and supervise staff as required to meet program commitments, including engineering services
- Initiate and participate in special studies, projects and requests for service as required by the District and Subdistricts or other partners
- Initiate requests for services for future projects
- Collect technical project details and costs
- Investigate and develop potential new programs and activities

**FINANCIAL/BUDGET**
- Prepare annual budget for Board approval
- Prepare Interim report
- Prepare annual report
- Prepare proposals for external funding
- Prepare funding reports for external funding partnerships

**ADMINISTRATION**
- Responsible for the supervision, development, training and effective utilization of district staff
- Organize District and Sub - District meetings and prepare agenda
- Identify staff needs to Board with recommendations
- Ensure that the Provincial grant directives are presented to the Board
- Make general investigations at the Board's request
- Prepares board meeting minutes and agenda in cooperation with Administrator

**PUBLIC EDUCATION/PUBLIC RELATIONS**
- Prepares local information materials
- Arranges and attends public functions on behalf of the Board
- Assist in the promotion of Provincial conservation objectives
- Promote overall Board goals and objectives
- Investigate concerns from ratepayers while representing the Board in a positive and professional manner

The Watershed District offers competitive wage and enrollment in the Municipal Employees Benefit Plan. Wage will be dependent on qualifications and experience.
