**Duties**:
Basic function: Under the supervision of the Deputy Facility Manager, the Facility Management Supervisor is responsible for Facility Management Operations and for compliance with all Department of State and Mission Canada safety, health and environmental management program requirements. Incumbent directly supervises a team of fulltime employees and when actually employed personnel. Incumbent oversees the work of service contractors and vendors. Incumbent serves as a Contracting Officer’s Representative. Incumbent provides hands on in the field support.

In addition to supporting Embassy Ottawa, the incumbent collaborates with and provides support to Consulate personnel including the Consul Generals, Management Officers and all other mission personnel as applicable. The incumbent is based at the U.S. Embassy in Ottawa and provides remote and in person support to all Mission Canada consulates.

The incumbent is responsible for supporting all Mission Canada building systems, including component assemblies and finishes, both interior and exterior. Incumbent develops (in part using AutoCAD) and oversees minor design and project management of sustainment, modernization, repairs, building improvements, alterations, extensions, or restoration projects; develops and reviews Statements of Work (SOW) and building documents to ensure designs are code compliant, functional and within budgetary restraints; acts as Contract Officer’s Representative (COR), Government Technical Monitor (GTM) or the equivalent on post facility contracts; implements all safety regulations on post facilities and residential properties.

Incumbent is responsible for managing various OBO data calls and record keeping for example water quality testing and recording results into the OBO data portal.

The incumbent serves as a Mission Canada “Green Team” member.

**Qualifications and Evaluations**:

- Requirements:
EXPERIENCE: A minimum of five years of progressive responsible experience in a building construction, residential management, or Facility Management position in which two of the years should be in project supervision and/or inspection.

JOB KNOWLEDGE: Must know principles of developing planning specific objectives, milestones, and phases for simple to complex projects, and makes needed innovations and modifications.

Must have knowledge of various types of local construction contractors and supply stores that can provide materials and/or service support. Must have detailed technical knowledge to lead a multi-disciplinary team performing Facility Condition Assessment inspections. Must have knowledge in design and construction practices with U.S. building codes and specifications; thorough professional knowledge in design calculations and criteria; preparation of construction drawings and specifications. Must be able to prepare Statements of Work (SOW), project specifications, cost estimates and prepare computer aided designs and drawings in AutoCAD.

Must have a full knowledge of safety practices applicable to the construction industry and local safety laws for Canada and common safety protocols.

LICENSING/CERTIFICATIONS: Must have a valid Canadian driver’s license. Must be able to obtain Aerial work platform license and a forklift operator license.

At least two years of university studies, in a Facility Management discipline including but not limited to Architectural/Mechanical/Electrical/General/Civil/Carpentry/Landscape from an accredited university program is required.

SKILLS AND ABILITIES: Must be able to read and interpret construction drawings, and other construction documents. The Facility Management Supervisor needs to use CADD technology to create plans as part of building information modeling (BIM). Must have good computer skills, able to use and navigate through the Microsoft Office Software suite package using MS Word, Office, Excel, Database entry, Auto CAD, and MS project. Must be proficient with architectural drafting, project management software, preparation and maintenance of daily construction inspection logs, capable of reviewing coordination design drawings for code compliance, and have the ability to create c
