This position is represented by the agreement between the Professional Staff Association and the University of Guelph
**General Purpose**
Reporting to the Director, HR Systems, Data & Payroll, the Manager, Payroll Services is responsible for overseeing all functions related to the delivery of payroll to the University community. The University employee population is represented by 18 employee unions and associations and the annual payroll exceeds $445 million, paying approximately 7,000 employees biweekly.
**Duties and Responsibilities**
The incumbent is knowledgeable of all current and upcoming changes in legislation/guidelines and proactively advises leaders of these and provides recommended actions. They lead the Human Resources payroll team, ensuring the timely and efficient preparation of the University’s bi-weekly payroll in adherence with strict deadlines and in accordance with government legislation and University policy and procedures. The Manager, Payroll Services maintains all payroll guidelines and procedures and ensures that departments are provided with appropriate training to manage departmental payroll functions. This role participates in multiple projects to ensure effective, efficient and compliant payroll practices are developed and maintained.
**Requirements**:
- Undergraduate degree in Business, HR, Accounting, Computer Science or a related field.
- 6 years of relevent experience and 2-3 years of supervisory/managerial experience
- Certified Payroll Manager (CPM) designation is preferred
- Demonstrated, progressive payroll experience with a large, complex payroll environment
- Strong written and oral communication skills
- Knowledge of HR/payroll policies and procedures, other related legislation and collective agreements (e.g. privacy, employment standards, CRA regulations, Service Canada Regulations etc)
- Ability to analyze and interpret data coupled with strong mathematical skills and an understanding of basic accounting principles
- Demonstrated ability to exercise sound judgement
- Solid understanding of payroll technologies
- Experience with SAP SuccessFactors Employee Central Payroll (ECP) is an asset
- Strong working knowledge of Microsoft Office (Word, Excel), computer concepts including database management.
- Ability to work well under pressure, meet established deadlines and manage conflicting priorities while maintaining accuracy and attention to detail.
- Ability to handle matters requiring high level of diplomacy, sensitivity and confidentiality
