Safety is our top priority, and we are guided by our core values of accountability, diligence, resourcefulness, and responsibility. **We are looking to add an Operations Manager, Technical Services to our team** **Position Title**: Operations Manager, Technical Services **Reports to**:Director, Corporate Development **Department**:Technical Services **Work Location**:Any KBL office **Position Summary** The Operations Manager, Technical Services is the driving force behind high-impact internal and client environmental projects, ranging from spill responses to comprehensive site assessments and remediation efforts. Your role will be pivotal in steering these projects from inception to successful completion, ensuring they are delivered on time, within budget, and exceeding expectations. The Operations Manager, Technical Services orchestrates project management, from setting and meeting deadlines to assigning responsibilities and tracking progress. Additionally, you'll spearhead our innovative KBL Research and Development initiatives, pushing the envelope in environmental solutions. In this role, you’ll oversee a talented team of Project Managers, guiding them with expert technical and regulatory insight, and ensuring their objectives align with our strategic goals. **Duties and Responsibilities** Managing Business Unit Financials: - Review and approve third-party invoices and generate client invoices to ensure accurate billing and financial transparency. - Report weekly revenue accruals to keep financial performance on track. - Conduct a thorough monthly review of department profits and losses. - Track and report variances in budgets, objectives, and target achievements. - Create annual budgets and forecasts for the consulting group and STFs, guiding financial planning and strategy. - Develop comprehensive and accurate cost estimates for large projects (>$200k), covering all aspects necessary for project success. - Prepare detailed cost estimates for medium projects ($50k-$200k), ensuring completeness and accuracy. - Oversee staff utility rates, distinguishing between billable and non-billable hours. Managing Existing Environmental Projects: - Engage with clients to showcase the full capabilities of each facility and provide detailed pricing and acceptance criteria. - Coordinate logistics, personnel, and subcontractors to ensure seamless project execution. - Document all technical aspects of project work to meet client and regulatory standards. - Supervise work crews (including drilling, excavating, and loading) and conduct health and safety meetings, and enforce site safety protocols to adhere to KBL’s operational standards. - Monitor project status and performance to ensure successful technical and budgetary outcomes. - Ensure client goals and project objectives are clearly defined and met. - Collaborate with other divisions to gather necessary information for bid submissions. - Review jurisdictional guidelines to ensure proper sample collection methods and accurate data comparisons. Finding and Bidding on New Environmental Project Opportunities: - Discuss potential opportunities with management to evaluate the feasibility of bid submissions. - Attend bidders’ meetings or conference calls to gather critical project information. - Complete detailed estimates, budgets, and work plans for large projects (>$200k) to submit competitive bids. - Develop estimates, budgets, and work plans for medium projects ($50k-$200k) for client proposals. - Engage with clients, stakeholders, and regulators to define project scope and requirements. - Obtain quotes from third parties for necessary services to ensure comprehensive project planning. - Analyze available tenders and RFPs to assess potential opportunities. - Thoroughly review bid documents to understand objectives, outcomes, and mandatory requirements. - Prepare and submit proposals that are complete and compliant with all requirements, meeting all deadlines. - Craft proposals according to bid document specifications, including examples of previous projects or experiences. - Attend client meetings and build relationships with potential clients, with support from the Business Development Department. - Oversee company partnerships and manage related P&L reporting for consulting projects. **Oversight of Technical Services Staff**: - Lead meetings with Project Managers to address project needs, challenges, and successes. - Mentor and train direct reports to enhance their skills and performance. - Conduct meetings with Field Staff to discuss project needs, challenges, and successes. **Research and Development**: - Lead researc
