Now, on behalf of Fleming College, we are seeking a **Manager, Total Rewards. **Reporting to the Vice-President, Organizational Effectiveness and Human Resources, the **Manager, Total Rewards **will be a key member of the OEHR leadership team, with responsibility for the College’s compensation, pension, and benefits programs.

**KEY RESPONSIBILITIES**
- Plans and implements scheduled compensation programs which occur at different times during the year for different employee groups, working closely with others on the OEHR team to seamlessly integrate leader and employee communications, performance management tools and processes, and approval processes.
- Manages the process for faculty step calculations, developing tools and processes to streamline and accelerate step calculations for new and repeat hires. Responsible for initial step calculations, working with other members of the team and/or Chairs to validate recommendations.
- Verifies that all pending faculty step increases have been correctly input by HR Associates for each bi-weekly payroll, next increase date has been correctly entered, and no increase exceeds the maximum allowable.
- Performs other audit / verification functions on bi-weekly payroll entry, as required.
- Conducts and/or participates in compensation surveys, within and beyond the college sector, as required. Uses appropriate market data to provide guidance to hiring managers and OEHR on hiring salaries for Administrators.
- Supports leaders in developing job descriptions in conjunction with other OEHR staff.
- Process owner for job evaluation. Evaluates job descriptions for Administrators and Support Staff. Recommends process changes and implements approved changes (e.g., reinstating a committee approach).
- Manages and monitors acting / responsibility pay arrangements to ensure they are within guidelines and are removed on completion of acting assignments.
- Periodically reviews Administrator salaries for consistency and equity.
- Ensures job descriptions are in place and evaluated for all Administrator roles.
- Responsible for Pay Equity compliance.
- Works with Payroll & Finance to prepare the annual public service salary disclosure including the analysis of changes, as well as the CAAT pension attestation, and other reporting requirements.
- Owns the Return to Work/Medical Accommodation process, participating both on the joint steering committee and on all employee meetings. Key stakeholder in the RTW/MA process redesign and relaunch.
- Oversees pension and benefits administration for the College, including managing the Benefits and Pension Coordinator.
- Manages employee leaves and absences, paid and unpaid, ensuring compliance with collective agreements and administrative terms and conditions of employment.
- Verifies invoices/billing for related services, including the Employee and Family Assistance Plan.
- Conducts analysis of available data to produce metrics on absenteeism trends and other relevant leading and lagging indicators.
- Analyzes impact and implications of arbitration awards, College Employer Council (CEC) program changes, and collective bargaining on compensation, benefits, and pension and ensures they are effectively communicated and implemented.
- Develops information sheets, how-to guides, Frequently Asked Questions (FAQs), and other accessible supports to increase employee understanding of how compensation, pension, and benefits work at the College, entitlements, and options.
- Primary liaison, along with Coordinator, for pension, benefit, and related services and service providers, related government and other reporting agencies, and CEC.
- Participates in other OEHR initiatives and programs as required and appropriate.

**IDEAL CANDIDATE SKILLS & EXPERIENCE**
- Several years of progressively responsible experience being responsible for compensation processes, benefits programs, pension plans, job evaluation, return to work/medical accommodation, or some combination of the above.
- A degree or diploma in Human Resources or a related field, or an equivalent combination of relevant experience and formal training, is required.
- A Certified Employee Benefits Specialist (CEBS) or other related designation/certification or willingness to complete one is required
