**Position Overview**:
This is a management position responsible for all aspects of administration, operation, maintenance, safety, security, and tenants’ relations at the City of Prince Albert Airport.

Reports directly to the Operations Manager
Directly supervises the Airport Supervisor and indirectly supervises the Airfield Maintenance Personnel, Airport Janitors, temporary Airport workers and contractors performing Airport work.
Maintains close working relationships with various internal and external groups, including other managers within City departments, private industry, suppliers, contractors, and regulatory authorities.
Maintains direct relationships with Transport Canada, Nav Canada, airline operators, and other regulatory, policy, security and operational agencies to ensure compliance with regulatory and operational standards.
Designated Manager, Safety Management System, responsible for the implementation of the SMS, including quality assurance, across all Airport activities

**Principle Duties & Responsibilities**:

Maintains the Airport Certificate, issued by Transport Canada by ensuring Airport operated in accordance with applicable regulations and standards and in accordance with the approved Airport Operations Manual and associated operational plans.
Directs the administration, operation, maintenance, safety, security, business and commercial development of the airport.
Represents the City in dealings with the airline operators, Airport users, tenants, the aviation industry, regulatory agencies, and the general public.
Assist in planning for land and business development at the Airport.
Responsible for preparation and administration of Airport operating budget and long-range capital budget planning.
Responsible for negotiation and administration of Airport contracts, and project execution.
Leads and ensures effective communications with Airport staff, airline operators, tenants, service providers, other City departments, regulatory and government agencies.
Ensures Provincial and Federal Occupational Health and Safety and Environmental legislation as well as City's Occupational Health and Safety Policy and other City’s policies are complied with.
Ensures Airport staff, contractors, and others with a role in Airport operations, are aware of the Airport Safety Management System, and their roles and responsibilities.
Ensures development of leadership within City Airport operations staff. Builds an effective team and develops positive work relations in a manner consistent with a constructive culture. This includes responsibility for hiring, supervision, engagement, training and development of staff in accordance with corporate policies.
Provides guidance and input to Public Works and other City departments regarding Airport infrastructure, support systems, and related issues.
Provides recommendations to senior leadership and City Council on long range planning and strategic direction of the Airport.
Coordinates with other City departments to ensure Airport interests are considered in planning and operational decisions across the City.
Ensures effective initial and recurrent training programs for Airport workers and others, as required, relating to Airport programs, procedures, and activities.
Initiates change in operational practices and procedures to improve operational effectiveness and efficiency, based on industry best practices and innovation, while complying with established City policies and procedures.
Acts independently to ensure the safe operation of the airport and to meet the regulated responsibilities and authority contained in Airport certification standards.
Ensures awareness of applicable Federal and Provincial programs and funding streams and pursues opportunities for investment in Airport assets.
Develops short, medium, and long-term plans for Airport operations and infrastructures.
Supports and maintains positive communications with higher level government, departments, external and internal agencies, other departments, developers and the public.

Key Behavioral Competencies:
Thorough knowledge of Airport related regulations and acts including, the Aeronautics Act, Aerodrome Security Measures, Canadian Aviation Regulations, Aerodrome Standards and Recommended Practices, and the obligations of the Airport operator as described in the Airport Operations Manual and associated operational plans and programs.
Comprehensive knowledge of Airport Safety Management Systems and quality assurance.
Comprehensive knowledge of Airport security and emergency procedures.
Demonstrated knowledge of general aviation requirements, including private aviation, charter, corporate and specialty air services.
Knowledge of municipal-based budget preparation, leasehold negotiations, tendering, and contract principles and procedures.
Excellent leadership, interpersonal, communication, organizational, customer service and collaboration skills.
