**SUMMARY OF FUNCTION**:
This position is responsible for assisting the Parks Manager with the administrative and leadership needs pertaining to the Parks department. This position is responsible for the day to day field operations and maintenance of Parks. The Parks Foreman is required to be in the field working along with his/her subordinates. When necessary the Parks Foreman will be required to perform a wide variety of duties and tasks associated with a position of equal or lesser responsibilities.

**ROLES AND RESPONSIBILITIES**:

- Assists in the preparation of annual and long range operational plans, project planning and capital budgets. Ensures department spending within approved policies and budget;
- Participates in the recruitment process;
- Coaches, develops and leads staff;
- Ensures appropriate training and development is offered;
- Conducts annual performance reviews;
- Provides formal and informal feedback and mentors high potential employees;
- Ensures that all records are properly maintained;
- Prepares reports and recommendations for the Parks Manager;
- Ensures that work practices of all staff emphasize continuous improvement and customer service excellence;
- Supervises and directs contractors as assigned;
- Skillfully operates all machinery, equipment and vehicles as required;
- Ensures that an appropriate inventory of supplies is on hand. Purchases goods and services according to approved policies and budgets;
- Ensures that the parks shop, facilities, equipment and tools are maintained according to approved standards;
- Leads and participates in conducting regular safety meetings and staff training sessions;
- Responds to trouble and emergency calls during working and non-working hours;
- Responds to public inquiries and complaints in a courteous and professional manner according to approved procedures;
- Ensures that all work is conducted safely and in compliance with Occupational Health & Safety legislation and approved policies and procedures as adopted by the City of Brooks; and,
- Performs other related duties as assigned by the Parks Manager.

**EDUCATION AND EXPERIENCE**:

- Completion of a High School Diploma or equivalent;
- Prairie Horticulture Certificate or equivalent education;
- Minimum of three (3) to five (5) years of experience in parks operations or similar setting;
- Minimum of three (3) years of experience in a supervisory position in a similar setting;
- An equivalent combination of education and experience may be considered;
- Education or experience in horticulture an asset;
- Supervisory Training or Certification (RFP);
- Valid Class 5 Driver's Licence with Q-Endorsement;
- Clean driver's abstract;
- Fall Arrest;
- Flag Person Certificate;
- CSA Playground Certificate;
- Pesticide Applicator Certificate;
- Fall Protection Certificate;
- Confined Space;
- Standard First Aid;
- Advanced Chainsaw Safety and Cutting Techniques Training;
- Ground Disturbance;
- Irrigation Certification preferred;
- Arboriculture Technician Certificate preferred;
- Ability to plan, prioritize and manage own workload including the ability to tolerate frequent interruptions and still meet deadlines;
- Proficient in Microsoft Office;
- Physically able to perform required duties;
- Ability to work independently and in a team environment;
- Ability to understand and carry out instructions and perform manual tasks;
- Willingness to obtain Class 3 with Q-Endorsement;
- Public relations, interpersonal and verbal communication skills;
- Previous experience in a municipal parks environment, golf course or landscaping would be an asset;
- Ability to maintain confidentiality regarding department and municipal matters; and,
- Subject to a criminal record check.
