**Job Description**:
**POSITION PURPOSE**

Reporting to the Manager, Health Protection, is responsible for coordinating and supporting planning, developing and delivering programs for zoonotic diseases such as West Nile virus and rabies; researching and evaluating potential risks from zoonotic diseases that currently exist in the environment and those that are a potential threat to humans; writing tenders for contracts; evaluating and ensuring work provided by contractors complies with Regional and legislative standards; and preparing reports to council as directed.

**MAJOR RESPONSIBILITIES**
- Assists the Manager in coordinating program and staff related activities.
- Prepares tenders for all contracts for West Nile virus program and any other zoonotic programs that may need outside services.
- Conducts research pertaining to zoonotic diseases; formulates and makes recommendations to the Manager on policies and standards on emerging diseases.
- Investigates and provides information on control and prevention measures on matters of zoonotic diseases, in response to inquiries.
- Researches zoonotic issues through review of technical reports and epidemiological studies as directed.
- Assesses the probability of a health hazard to humans caused by emerging zoonotic diseases in the environment and makes recommendations to mitigate such effects.
- Collects, analyzes and researches data to support the development of policies and programs and preparation of reports; assists in developing and maintaining databases on selected information systems.
- Prepares reports for Health and Emergency Medical Services Committee and Regional Council as directed.
- Inspects and oversees work performed by contractors for standard of workmanship and materials used and reports observed or suspected discrepancies to the Manager; issues appropriate action memos to contractor, when necessary, to enforce terms of contract; investigates complaints and questions from public regarding work carried out; ensures contractor workmanship and materials used are in compliance with appropriate legislation and Ministry standards; reviews and submits invoices for payment.
- Evaluates program delivery for effectiveness and makes recommendations for improvement.
- Represents the Department and liaises with other health units, government and external agencies and the general public and responds to inquiries on zoonotic issues.
- Establishes working relationships with key external stakeholders including poultry producers, veterinarians, physicians, Ministry of Health and Long Term Care, Health Canada and Ministry of Agriculture, on emerging and existing zoonotic disease activity.
- Performs other duties as assigned, in accordance with Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a University Degree in Health Sciences, Biology or Science or approved equivalent combination of education and experience.
- Minimum three (3) years experience in a health or science related environment.
- Experience in research methodologies and the collection of data including interpretation and analysis.
- Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
- Thorough knowledge of zoonotic diseases and current issues and practices related to the health outcomes.
- Knowledge of emergency planning concepts.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
