**About the role**

As a Procurement Specialist, you will be responsible for providing procurement advice, contract support and financial management support to CDIC employees and will be responsible for the development and delivery of procurement and contracting services, for all goods and services. In this role, you will act as a procurement advisor and will be guided by CDIC’s procurement policy, procedures and processes.

This role can be performed from our Ottawa office, following a hybrid model approach. This is a 2-year TERM opportunity with possibility of extension.

- Supports the development of strategies to optimally manage procurement requirements.
- Aids in defining recommendations on procurement strategies and justifications as part of the business case approval process.
- Leads the full procurement process and provide client support through the full life cycle of the procurement process, defines requirements, prepares, reviews and / or comments on procurement documents including RFI, RFPs, SOWs, contracts, evaluation criteria, etc.
- Identifies procurement problems, recommends changes and implements approved procedural changes.
- Builds and maintains effective business relationships with internal clients and suppliers.
- Liaises with CDIC’s Legal department and other entities to ensure that appropriate procurement policies and procedures are in place and followed.

**We trust you will bring your expertise**
- Completion of a college or University Degree in Commerce, Law, Business Administration or a related discipline, or an acceptable combination of education, training, and/or relevant work experience.
- Working towards or completed the Supply Chain Management Professional certification (CSCMP) through Supply Chain Canada or another certification relevant to procurement.
- A minimum of three years’ experience in procurement or a similar role in public sector procurement. Experience in a Crown procurement environment would be an asset.
- Knowledge of sourcing and procurement techniques in public procurement.
- Ability to build and manage customer relationships and work collaboratively with clients (internal and external).
- Ability to analyze complex problems, identify solutions, and implement plans to solve problems.
- Demonstrate effective written and oral communication skills.
- Experience leading tendering processes (RFP, RFQ, RFSA, RFSO and call-ups)for goods and services.
- Experience with contracting activities.
- Experience leading negotiations with external parties.
- Demonstrated analytical and organizational ability.
- Understanding of acts and regulations that govern procurement and contracting activities in Canada, including the requirements of trade agreements for public sector.
- Experience with _Buy and Sell_ would be an asset.

**Must have**

Language Requirements: English only (BBB (bilingualism French & English, intermediate level) would be an asset)

Security Clearance: Eligibility to obtain a Secret level security clearance
