Senior Procurement Specialist - Contract - 18729 Our Public Sector client is seeking two experienced Senior Procurement Specialists to support enterprise procurement operations within a complex, regulated environment. This role supports the Manager, Supply Chain and plays a critical part in delivering compliant, cost‑effective, and strategically aligned procurement outcomes across a broad portfolio of goods and services. About The Opportunity This opportunity is well suited for procurement professionals who thrive in high‑accountability environments, bring strong commercial judgment, and are comfortable leading complex sourcing and contracting initiatives while partnering closely with internal stakeholders and external suppliers. Responsibilities Organize and conduct sourcing, and cost‑effective procurement approaches towards the purchase of a wide range of goods and services, the development of tender/contracting documents including proposals; negotiate complex contracts within delegated authority in accordance with regulations and departmental policies and procedures. Draft, recommend and implement procurement and contract strategies and guidelines in order to assist in guiding departmental operational and business decision‑making, in accordance with departmental plans and strategic goals. Perform as a subject matter expert in current industry best practices in contracting and procurement trends and other intelligence gathering exercises and initiate steps towards continuous improvement of procurement tools, documents, forms, policies and processes. Advise on strategic options by outlining costs, benefits, and risks of various approaches to meet current and future needs, ensuring alignment with policy and responsible use of public funds. Develop sourcing strategies and supplier relationships by identifying potential suppliers, evaluating supply options, and fostering professional partnerships. Communicate procurement policies and procedures to support smooth acquisition from the supply base. Engage with suppliers throughout the tender process, participating in pre‑tender briefings with prospective vendors and conducting post‑tender debriefings with unsuccessful bidders to ensure transparency and continuous improvement. Conduct supplier performance reviews and monitor key metrics such as price, delivery, quality, and KPIs to identify opportunities for improvement in procurement‑driven solutions. About You Secondary school diploma or equivalent. Graduation from a recognized university or college with a degree or certification in Supply Chain, or an acceptable combination of education, related experience, and training. A minimum of three years of experience in Supply Chain. Extensive hands‑on experience in contracting, procurement, and supplier relationship management, including leading complex negotiations and procurement processes. Skilled in ERP systems, with a focus on procurement modules to support efficient purchasing and contract administration. Proficient in contract development, procurement law, and RFP creation and evaluation, ensuring compliance and strategic sourcing. Extensive knowledge of contract law, complex contract terms and conditions, taxation, insurance, and risk management principles. Extensive knowledge of contract management, procurement and materiel management theories, principles, professional standards, and strategic sourcing. Knowledge of trends, developments, evolving best practices, and initiatives including e‑commerce, e‑procurement, spend management, supply chain management, commodity management, and alternate forms of delivery. Working knowledge in reporting and analysis for senior management, providing actionable insights and recommendations to support decision‑making. Applies advanced understanding of supplier risk assessment and mitigation strategies, ensuring continuity of supply and alignment with organizational risk tolerance. Leverages expertise in data‑driven decision‑making and performance analytics to optimize procurement strategies, improve spend visibility, and support strategic sourcing initiatives. About the Job Duration: Starts January 2026 for 2–3 months. Location: Downtown Ottawa. Work Environment: Hybrid. On site a minimum of three days per week. Hours: 40 hours per week.
