Job Summary
The Office of Queen’s Community Housing, through the administration of university-owned leased properties and the development of relationships within the community, is a critical part of the effort to provide a positive housing experience for students. Queen’s Community Housing is responsible for all aspects of the University’s leased housing (approximately 490 units with over 1000 tenants/occupants). Additionally, the department provides an Accommodation Listing Service (an advertising service primarily for student rental housing) and administers the Landlord Contract Program aimed at helping promote adherence with municipal property standards.
Reporting to the Executive Director, Housing and Ancillary Services, and working closely with the Director, Housing & Ancillary Services (Facilities and Infrastructure) the Manager, Community Housing provides broad expertise and oversight of community housing services. The incumbent utilizes outreach, facilitation and knowledge of applicable by-laws and regulations to promote positive community relations and manages a team of staff to provide administrative and facilities support.
The schedule for this position requires the incumbent to work occasional evenings and/or weekends during peak periods such as leasing seasons.
**Job Description**:
**KEY RESPONSIBILITIES**:
Operations Management
- Manage the complex operation of Community Housing through assessment, development and/or modification of policies and procedures to streamline processes; this involves planning, coordinating and monitoring all aspects of operations and progress in order to increase efficiency and effectiveness, identify and recommend improvements, and manage or assist with the implementation of approved changes.
- Manage the day-to-day operations of the office, including the Accommodation Listing Service, tenant relations, the An Clachan Community Coordinator, and the Office of the Off-Campus Living Advisor.
- Identify issues in Community Housing through analysis of cause and effect. Consistently monitor and evaluate all aspects of administrative support within the unit, in order to increase efficiency and effectiveness.
- Oversee the financial procedures of the unit, including budget preparation, accounts receivable and payable processes, procurement activities, invoicing of special charges and variance analysis. Ensure reconciliation of expenses and collection of rental payments. Identify issues of non-compliance and variance against budget and take appropriate action.
- Interpret policies, regulations, and make recommendations on changes to policies.
- Review processes and procedures in order to develop and implement changes to increase efficiency.
- Assess operations, collect and prepare statistics, and utilize data to make recommendations to Executive Director. Develop and maintain a variety of financial reports on key aspects of financial management, highlighting areas of concern with recommendations for corrective action.
- In collaboration with the Director, determine if additional resources are required to support the business due to increased activities.
- Plans, prioritizes and manages the work of employees, providing strategic and tactical advice, guidance and coaching. Identifies the need for staff resources, participates on staffing committees, and makes effective recommendations regarding employee selection.
- Manages performance by establishing performance standards, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
- Assesses staff training and development needs, and ensures that employees receive training required to improve and sustain successful performance.
- Investigates, addresses and resolves employee/labour relations issues, including disciplinary matters. Makes decisions or effective recommendations on matters involving possible discipline, discharge and probationary termination.
Outreach and Community Relations
- Provides education, monitoring and mediation of existing and prospective tenants
- Oversees the Office of the Off-Campus Living Advisor, which focus on general education to students and tenants about the local housing market and housing search strategies, rights and responsibilities under the Residential Tenancies Act.
- Promote positive community relations through corrective actions while adhering to the Residential Tenancies Act, Human Rights Code, City By-laws as well as Departmental and University policies.
- Respond to escalated tenant complaints or concer
