Supervisor, Community Programming

**Position Description**:
The Supervisor of Community Programming is an innovative leader with a passion for developing programs that bring the community together. This position is responsible for the development and delivery of a wide range of community programs and services for all ages. The Supervisor will ensure quality program delivery to meet the current and changing needs of the community in coordination with the Manager of Community Programming. This position will lead a programming team consisting of two full-time staff and a group of part-time casual staff.
**Accountabilities**:
- Provide leadership, support and oversight on the planning, development and service delivery of community programs, specifically related to seniors centre programming, seasonal and summer camps, as well as special interest and leisure programming for all ages at various recreation facilities within the City of Waterloo
- Oversee the day-to-day program delivery and work collaboratively with team members, supervisors, and managers to ensure seamless delivery of programming.
- Supervise two full-time programmers and 30+ part time casual and summer employees (Camp/Program Leaders, Camp Coordinators, Program Associates, Program Coordinators, and Program Instructors), contract program instructors, and service providers, including scheduling, work distribution, training, coaching and providing ongoing performance feedback
- Recruit, hire, and train staff, providing detailed orientation training for all new staff
- Develop work plans and allocate resources efficiently ensuring programs and services achieve the section’s goals and objectives
- Promotes and advertises programs and services in conjunction with marketing staff and other external community collaborators
- Evaluate programs and services to ensure they are meeting the community needs, make recommendations for improvement
- Establish and model a strong customer service orientation, respond to inquiries and resolve complaints from the public regarding community programs
- Facilitate partnerships and collaborations to execute quality programming; assist with the development and negotiation of agreements; monitor and evaluate agreements and partnerships as required
- Work closely with community partners (i.e. Waterloo Public Library) and other non-profit organizations or businesses to support community programming and maintain a positive cooperative working relationship;
- Maintains applicable documentation on usage and delivery of programs, services and events such as usage reports, attendance, and revenues; maintain statistics as per specific funding and reporting requirements (i.e. related provincial or federal grants, Senior Active Living Centre (SALC) reporting, etc)
- Assist manager in preparing annual budget and staffing requirements for program or service responsibility area; provide services within approved budgets for area of responsibility; monitor and report budget variances to manager on a regular basis
- Anticipates trends or gaps in service delivery and responds to the needs of the community through program planning
- Provides evening and weekend program coverage as needed. Attends meetings such as public, committee or council meetings outside regular hours as required.
- Comply with accessibility (AODA) and safety legislation (Occupational Health and Safety Act), ensure that all relevant safe work practices and procedures are in place and are being followed, maintain up-to-date policies and procedures for safe work environment
- Other duties as assigned
**Minimum Qualifications**:
- College diploma in Recreation and Leisure or equivalent combination of experience and education
- A minimum of three (3) years’ of work experience in recreation program development, implementation, and evaluation, including previous experience in a supervisory leadership role
- Strong understanding, knowledge and experience to plan, organize, direct and coordinate staff to perform as a high functioning team
- Knowledgeable of the principles and practices of municipal recreation programs and the unique needs of children, youth, adults, and seniors
- Strong time management and organization skills with the ability to effectively manage competing demands and conflicting priorities and issues
- Excellent interpersonal skills with the ability to communicate effectively, both orally and in writing at all organizational levels and with the general public.
- Demonstrated ability to work collaboratively with internal and external partners
- Demonstrated ability to confidently and effectively handle emergency situations
- Proficient computer skills in Word and Excel is required; experience with ActiveNet system is an asset
- Experienced with budget development and budget monitoring
- Current Standard First Aid, CPR-C, and AED certifications
- Valid MTO ‘G’ class driver’s licence in good standing with daily access to reliable transportation for business use purposes is required
