| About the role

Payments Canada’s mandate is to establish and operate national systems for the clearing and settlement of payments in Canada, and other arrangements for making or exchange of payments
- while facilitating payment system interoperability and innovation. In fulfilling this mandate, Payments Canada works to promote the efficiency, safety and soundness of its clearing and settlement systems, while taking into account the interests of payment system users. Our systems are at the heart of the Canadian financial system, enabling the clearing and settlement of hundreds of billions of dollars of payments each day.

Payments Canada is leading an industry-wide initiative to modernize its core payments infrastructure, rules and policies. Guiding the journey are the needs of all Canadians, including consumers, financial institutions, corporates, small businesses, start-ups, regulators, and governments.

As a leader, the incumbent will play a pivotal role in shaping and advancing our company’s interests by leading the Government Relations, Policy and Research teams. Under the leadership of the Chief Payments Officer, this strategic position involves developing, influencing, guiding Payments Canada’s interactions with all stakeholders in the governmental and political landscape, and developing and sharing insights with the organization to ensure Payments Canada is well-positioned to deliver on all aspects of its mandate.

The key leadership role as Vice President, Policy, Government Relations and Research is instrumental in providing overarching and strategic oversight of the three critical functions. Direct Reports to this role are:

- Director, Policy and Government Relations
- Director, Research

| What you’ll do

The Vice President, Policy, Government Relations and Research responsibilities will include:

- Provide visionary leadership under the guidance of the Chief Payments Officer to align Government Relations, Policy, and Research activities with the Payments Canada’s overall strategy;
- Contribute to the development of overall organizational strategies, ensuring alignment with government relations and policy objectives;
- Lead the Government Relations, Policy, and Research teams, ensuring a collaborative and high-performance work environment;
- Provide mentorship and professional development opportunities to team members;
- Cultivate and maintain strong relationships with key senior government officials, regulatory bodies, and industry associations;
- Develop and execute strategies to advocate for Payments Canada's interests with government officials and policymakers.

| Minimum Qualifications
- Graduate or equivalent degree in Business Administration, Economics, Law, Political or Social Sciences or a related field;
- Good understanding of the Canadian financial system, national and international payment systems and emerging trends and experience navigating and influencing within the Canadian payments regulatory environment;
- Minimum fifteen (15) years’ progressive experience in a senior level Government Relations, Policy, Research, Legal, and/or Compliance position in the financial services industry, and/or in government or political position, with exiting relationship, including a minimum of five (5) years in a people leadership role;
- Proven positive existing senior relationships/network that demonstrate expertise in promoting, influencing and shaping an organization’s profile and projects;
- Ability to build and maintain senior trusted relationships and effectively influence internal and external stakeholders to build support for Payments Canada initiatives;
- Ability to see the big picture and translate ideas into action, quickly evaluating complex multi-dimensional issues with imperfect information, assessing the “so what” for Payments Canada, and developing sound strategic recommendations;
