Reporting to the Director, Human Resources, the Manager, Human Resource Programs (the Manager) is responsible for the day-to-day management and execution of corporate-wide, inclusive strategies and programs to build leadership and employee capability to meet the current and future needs of the Northwest Territories Power Corporation (NTPC) and in alignment with the Corporation’s strategic plan.

Working closely with the Director, HR, this position plans, develops, coordinates, and implements strategic initiatives and programs that support the development of a highly competent utility. These initiatives and programs impact all employees across the Corporation, and they will include, but are not limited to, succession and workforce planning, talent management, as well as employee and leadership development. Additionally, the Manager is expected to support a culture of lifelong learning, continuous personal and professional development, leadership enhancement and excellence in human resource practices.

This Manager provides advice and recommendations to management on programs aimed at attracting and retaining employees, with a strong emphasis on supporting and developing existing employees to ensure that the Corporation can operate efficiently and effectively. The Manager will work closely with all levels of management to ensure a consistent corporate-wide approach to the delivery of human resource programs, including the implementation of new HR programs or strategies. This position will function collaboratively as a member of the Human Resources team and across the Corporation to provide leadership and consultative services to ensure progressive people practices.

A major challenge for this position is the need to continually identify new strategies, programs and initiatives that will result in employees and potential employees viewing the Corporation as an employer of choice within the Northwest Territories. The Manager will also be required to evaluate and improve existing programs to ensure they are supporting the Corporation’s objectives.

**Responsibilities**:
Provides input into the development of the divisional plan and implements and coordinates activities to ensure the achievement of divisional goals and objectives.
Identifies needs and issues; develops, recommends and implements new and innovative strategies; evaluates current processes and procedures for improvements and efficiencies.
Works collaboratively with the Manager, HR Services and staff in planning, implementing and administering programs to ensure the provision of best practices in human resources services throughout the Corporation.
Maintains and promotes effective labour/management relations and communications with employees. Encourages employee participation, employee feedback, teamwork and appropriate recognition of employees.
Provides advice, training and support for management and employees to support desired effectiveness and outcomes of the various areas of HR responsibility.
Collaborates with key stakeholders in other internal divisions (e.g. Finance, HSE, etc) or externally with our shareholder (GNWT), other utilities and other industry partners and community organizations.
Working closely with the Director, HR and Manager, HR Services, this position will also be actively involved in Labour Relations to support continuity of HR Division services and succession planning within the Division.

**Qualifications**:
A degree in Human Resources/Labour Relations (or other related field) is required
Eligible and actively working towards the CPHR designation is required
Ten (10) years of progressive human resources experience, with at least five (5) years of experience specifically in the areas of HR project / program implementation and labour relations required
A minimum of three (3) years management experience supervising, overseeing and directing the work of others required
Experience working in a unionized environment is required
Experience managing HR change initiatives and projects from conception to implementation is required
Valid Class 5 NWT Drivers License or equivalent required
Knowledge of applicable human resources and labour relations legislation, related regulations, principles, and best practices
Superior ability to communicate effectively and concisely
Ability to actively engage and collaborate effectively with a broad range of individuals / roles
Ability to deliver presentations to a variety of audiences
Proven conflict resolution abilities, including mediation and negotiation skills
Must be proficient in the use of computers and the MS Office suite of programs (Outlook, Word, Excel, PowerPoint) and other complimentary software programs
Proven team building, management, administrative and financial awareness to effectively oversee the day-to-day activities of employees
Ability to adapt to change
