In a regulatory environment, the Intern Building Official is the front-line technical person responsible for the daily administration, interpretation and enforcement of the Building Codes Act/Regulations and the National Building Code of Canada. By performing preliminary plan reviews for compliance with building regulations and codes, and completing inspections of specific structures, the Intern Building Official ensures that regulations and codes adopted for the public health, safety and fire protection in the construction of buildings are assured and enforced. Responsibility for interpreting and enforcing the Unsightly Property Act/regulations to ensure properties are maintained in accordance with provincial legislation. Duties will include but are not limited to: Conduct inspections of construction sites (i.e. residential foundations, accessory buildings and decks, follow-up inspections of all structures, etc.); Conduct site visits to verify information received regarding the condition of property or building; Maintaining technical expertise in the interpretation of the Building Codes Act and Regulations, as well as the National Model Codes (National Building Code, National Fire Code and National Energy Code for Buildings); Participate in education and training sessions on the building code and regulations where required; Utilize GIS software to search information related to permits and inquiries; Maintain and monitor applications by having regular consultations with Building Officials regarding status of various building permits and take follow up action as requested; Prepare documentation as required, including correspondence, draft orders, draft tenders, reports and spreadsheets; Accept building permit applications and review for missing information and completeness; Coordinate the gathering of missing/additional information for the building officials by contacting applicants and/or other individuals involved with the building permit application; Maintain professional communication with internal and external stakeholders via phone, e-mail, mail, and in-person meetings to share or obtain information; Maintain records and files in hard copy and electronic formats; Document unsightly property complaints and conduct unsightly property inspections; Enforcement of the Unsightly properties act under advisement of Chief Building Official as each case requires; Other Duties as required. Minimum Qualifications: Grade 12 or equivalent, supplemented by a two-year post-secondary diploma in a related field or is a Red Seal carpenter; A membership with a provincial, territorial, or national association of building officials, or capable of becoming a member; Relevant private sector experience working in the building construction industry; Considerable experience with the interpretation and application of the National Building Code; Considerable experience in the review of building plans and specifications; Considerable experience in the preparation of reports, maintaining records and filing information in hard copy and database systems; Working knowledge of computers, word processing, spreadsheets and database programs; Strong organizational skills, excellent oral and written communication skills, and strong interpersonal skills to accommodate positive interactions with a wide variety of individuals in the construction trade; A valid driver’s licence is required. Other Qualifications: Additional relevant education and experience will be considered an asset; An Intern Level qualification (or greater) through a provincial, territorial or national association of building officials will be considered an asset; and Willingness to attend training out-of-province on the National Building Code will be considered an asset.
