Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.How will you create an impact:The Executive Director, Population and Public Health is a member of the Population and Public Health Leadership Team and acts in an advisory capacity to the Vice President. The Executive Director provides senior leadership to develop, implement, evaluate, report and assess population and public health strategies that support patient-focused seamless care that is integrated across the care continuum across Interior Health (IH). The primary responsibility of this role is to support the IH key strategy for Population and Public Health, public health policy direction and priorities of the Ministry of Health under the Public Health Act and other related statutes and regulations. The role is also responsible for IH wide operations for specialized population and public health departments that report into the role. The Executive Director leads the Population and Public Health portfolio regionally and the health authority in improving the health status and reducing health inequities for populations, communities, and families residing across our geographic areas. The role will partner with extensive internal and external partners & decision makers in the strategic leadership, planning, management and delivery of local and provincially coordinated services. In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.What will you work on:1. Provides leadership in population and public health planning and management by guiding the development, recommendations, and implementation of new and/or evolving programs and services. This leadership will extend across IH’s senior leadership teams, fostering collaboration and novel cross-portfolio activities. In doing so, effective working relationships within the portfolio and across the organization that are critical to supporting the strategic direction of the operations of IH, the ongoing development of staff, and an atmosphere of mutual respect are built.2. Develops and sustains effective working relationships and partners with regional Health Authorities, First Nation Health Authority, First Nations and partners, the BC Ministry of Health Population and Public Health Branch, the Office of the Provincial Health Officer, other government agencies (both BC and nationally), School Districts, Mayors, MLA’s, MP’s and members of the public in matters related to the health and wellbeing of residents living in BC’s interior region. The position will also ensure the development of an IH wide plan to ensure that a seamless system of population and public health is created within IH that meets the healthcare needs of the population.3. Adheres to agreements and policy commitments signed or agreed to by the Ministry of Health, Chief Medical Health Officer, British Columbia Medical Association and the Health Employers’ Association of British Columbia with respect to labour and health human resources.4. Ensures the tactical planning, financial and business operations, and service delivery activities of the team align with and contribute to successful achievement of the organization’s strategic priorities and deliverables.5. It is expected that the Executive Director will collaborate with the Chief Medical Health Officer and Medical Health Officers across IH and support their objectives. This may lead to combining, redesigning, or redeveloping specific activities or programs.6. Effectively manages and leads financial management to achieve a balanced budget while ensuring a high quality of care at all service levels. Working within the approved financial mandate, prepares budget and program recommendations, oversees and monitors actual expenses and program/service outcomes, identifies efficiencies and promotes optimal use of resources, and makes recommendations on current and future program and service adjustments.7. Develops a culture of responsiveness in population and public health and an environment that embraces and supports innovation and evidence-based research to inform local decision-making and develop enhanced practices and protocols.8. Ensures the continued development and evaluation of a multi-year people management plan that complements IH’s strategic human resources direction for staff, volunteers, and physicians.9. Develops and maintains relationships with key external partners such as elected officials, government agencies, regional hospital districts, Indigenous leaders, advocacy groups, and foundations. Relationships with key partners are foundational for success and must encourage understanding and cooperation in the development, implementation, and evaluation of the portfolio programs and services.10. Manages human resources effectively, including recruitment, hiring, ongoing development, and performance management, including disciplinary action and termination as required.11. In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.12.
